Position Overview Performs senior and managerial level professional work in city planning and development creating economic sustainability through development review, project negotiation, zoning code administration, and exceptional customer service. Position Functions
  • Leads and coordinates the Development Review Committee team in providing comprehensive interdepartmental project reviews. Formulates conditions of approval and issues final development orders.
  • Sets goals and objectives for Development Services. Develops, recommends, and implements operating policies, procedures, and programs to achieve those goals. Implements changes to development review process and procedures.
  • Presents recommendations to the Planning Board for development regulations, site plans, plats, and PUD applications. Oversees staff preparation and presentation of other types of board reports, such as variances, vacations of easements, and conditional uses. Acts as a liaison to the Board of Zoning Appeals.
  • Directly manages Development Services staff. Oversees the section's daily operations, internal and cross-departmental review activities, and customer service. Coordinates worked performed by professional and technical staff members in allied departments.
  • Analyzes and evaluates planning and land use proposals. Conducts review of various types of development plans to ensure compliance with city requirements. Negotiates waivers, variances, alternative design options, and developer's agreements for continuing commitments and future obligations.
  • Manage multiple complex and high-priority projects simultaneously while meeting review deadlines, public hearing schedules, agenda requirements, and other applicable timeframes.
  • Lead staff training related to development review procedures, application tracking systems, review workflows, code interpretation, and department practices.
  • Oversee plat and subdivision application reviews and coordinate third party contracted reviewers.
  • Manages the qualified contractor certification review program.
  • Communicates effectively, both orally and in writing, through clear, concise presentations and reports.
  • Undertakes/manages special projects or studies as assigned by the Director.
  • Assists with the review and update of the Land Development Code and other development related regulations; implements changes to same accordingly.
  • Evaluate and recommend revisions to workflows, policies, procedures, and system configurations to improve development review efficiency, consistency, and accountability.
  • Coordinate implementation, testing, improvement, and staff use of enterprise systems for application tracking, permitting, plan review, and development review processing.
  • Support departmental fiscal and procurement activities, including invoice intake, purchase card documentation, vendor coordination, expenditure tracking, and related recordkeeping in accordance with City policies and procedures.
  • Maintain current knowledge of legal and regulatory issues, planning trends, development practices, statutory requirements, and emerging issues in municipal planning and development review.
  • Drives to and from various city locations and other government agencies. Perform additional duties as assigned. Be available for emergency call-outs.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
