This is a highly advanced professional and supervisory engineering position. Work involves management services for the Community Development Department. This position utilizes, coordinates, and balances all development applications and other resources to increase effectiveness in providing excellent customer service. This position works with considerable independence and requires advanced technical knowledge. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position . Manages, organizes, directs, and supervises work activities in the area of project management, development review and processing, engineering design, and civil construction. Coordinates engineering and construction issues with other county departments, divisions, other governmental agencies, applicants, developers, and engineers during the review and construction of development projects. Performs site inspections where assessments are being performed and provides immediate recommendations for corrective actions as necessary. Conducts meetings with the consultant engineers to discuss, debate, analyze, and resolve all aspects of engineering designs and analysis issues related to developments. Attends and participates in community meetings as necessary and prepares presentations to County Departments, Board of County Commission, and the Planning Commission regarding specific development issues, regulations, procedures, and policies. Assists in the preparation of related Agenda items for the Board of County Commissioners meetings as necessary. Involved in the establishment of Employee Development Programs and assists in the annual budget preparation. Advises developers, engineers, and the public on county policies regarding storm water management, road design, grading design, and other development related issues. Represents the division and the department at various meetings and conferences and on local technical and advisory committees. Participates as a lead team member for the review of site plans, subdivisions, DRI projects, environmental and other permit application packages to ensure compliance with the engineering requirements of the county Land Development Codes. Reviews legal descriptions and instruments for plats, deeds, and easements for dedication as related to development proposals. Participates in the Development Review Committee (DRC) and pre-application meetings and pre-application meeting to ensure compliance and to explain county's objectives and requirements based on code support and strong engineering background. Prepares and submits required reports on section activities. Responds to requests for engineering data or technical opinions as required. Initiates and effectively recommends for approval to the Division Manager, hiring, termination, performance evaluations and disciplinary and / or commendatory actions for assigned personnel. Interprets and enforces county design policies and procedures. Performs additional duties and tasks as may be assigned or as may be necessary, relating to the departments function.
Education:
Bachelor's Degree in a related Engineering field.
Experience:
Eight (8) years of engineering experience showing increasing levels of responsibility.
Certifications/Licenses:
Must be registered as a Professional Engineer in the State of Florida, or if registered in another State, be able to obtain licensure in Florida within 90 days upon hiring. Must possess and maintain a valid Florida Driver's license. Extensive knowledge of the principles and practices of engineering. Considerable knowledge of engineering design and transportation issues and programs. Ability to maintain effective working relationships with diverse professionals and other County staff. Ability to communicate effectively both orally and in writing with various groups and individuals. Ability to plan, organize, expedite, and set work priorities for program and assigned staff. Strong knowledge and hands on experience with storm water modeling and software. Ability to develop procedures to carry out policies. Knowledge of the principals and practices as applied in local government work program implementation, planning, and goal setting. Knowledge of local, state, and federal regulations pertaining to county issues, regulations, and programs relative to organizing and maintaining an effective department. Ability to plan, organize, and direct effectively. Ability to present information, ideas, and recommendations clearly. Ability to exercise mature and sound judgment. Knowledge and ability to supervise, coach, and develop employees. Ability to handle a great variety of tasks and responsibilities simultaneously and efficiently, prioritizing of daily and monthly work (multi-tasking). Ability to determine when additional follow-up or analysis is needed.
PHYSICAL DEMAND REQUIREMENTS
Physical Demand:
Light 20 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. If less lifting is involved will require significant walking/standing. If mostly sitting is involved will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
