Director of Planning and Development The Westgate/Belvedere Homes Community Redevelopment Agency (Westgate CRA) is the only community redevelopment agency in unincorporated Palm Beach County- we are the Countys CRA. The Westgate area is rich in history. North and South Westgate Estates were developed in 1921 as the westernmost gateway to the City of West Palm Beach, and stands as one of the oldest subdivisions in the County. We are currently looking for a Director of Planning and Development with our office in West Palm Beach, Florida. The duties and responsibilities are as follows:
Planning & Policy Implementation:
Lead and manage redevelopment initiatives consistent with the Community Redevelopment Plan. Coordinate with developers, government entities, consultants, and community stakeholders. Update land use policies, zoning codes, and implement project entitlements. Ensure projects are compliant with applicable laws and adopted redevelopment plans.
Project & Program Management:
Oversee capital projects from conception through construction. Supervise project teams and consultants; monitor project schedules and budgets. Develop programs and projects to further the CRAs objectives for the revitalization of blighted areas, the provision of affordable housing, community safety, and mobility options. Administer in-house grant programs and contracts; ensure compliance and performance. Prepare, advertise, and assist in evaluations for RFPs/RFQs and ITBs for CRA-led infrastructure projects, and consultant teams.
Economic & Community Development:
Promote business investment and redevelopment opportunities. Facilitate public-private partnerships and assist in navigating the regulatory environment. Advance affordable housing and mixed-use development strategies. Develop initiatives to improve public safety, mobility, and community amenities.
Strategic & Financial Planning:
Assist in annual budget development, capital improvement planning, and evaluation of external funding requests. Seek and secure new funding opportunities for infrastructure and planning initiatives including local, state and federal grants. Prepare annual reports, strategic plans, and goals and performance metrics aligned with State requirements, County priorities, and regional initiatives.
Public Engagement & Representation:
Lead community outreach, public relations, and marketing efforts. Represent the CRA at meetings, public forums, and regional planning events. Manage the production of communications materials, the Agencys website, and branding.
Organizational Leadership:
Supervise and mentor Senior Planner/Project Manager and Intern position(s); support recruitment, training, and evaluation. Contribute to organizational policies and interagency coordination efforts.
Minimum Requirements:
Bachelors degree in Urban Planning, Urban and Community Studies, or Geography/GIS (Foreign degree evaluation is accepted) 96 months of experience in Urban Planning and Community Redevelopment. FRA-RA (Florida Redevelopment Association Accreditation) Minimum 4 years of experience in an Urban Planning and Community Development position in the Public Sector. Minimum 4 years of experience in community redevelopment, including: Implementation, revision, monitoring of Westgate Comp Plan policies/zoning overlay; Grant sourcing, writing, and administration; management of complex projects through multi-year lifespan; Incentive program development, marketing, and administration.
