Corydon, Indiana Position Overview The Assistant to the Town Manager is to provide high-level administrative, analytical, and technical support to the Town Manager, often facilitating daily operations, special projects, and providing research. The Assistant serves as a liaison between departments, the public, and the Council, often managing research, drafting any reports for the Town Manager to review, and handling communications. The Assistant to the Town Manager serves as the Planning & Zoning Administrator and is responsible for reviewing land use plans, enforcing zoning ordinances, and processing development applications to ensure compliance with local, state, and federal regulations. Key Responsibilities Administrative and Operational Support o Delegated tasks by the Town Manager day-to-day depending on the day's workflow. o Updating the backflow excel spreadsheets as they come in, updating the Town Manager on any pertinent information. o Handle incoming complaints and delivering them to the Town Manager to handle them further, unless the Town Manager is specifically asked for. o Prepare reports and correspondence for the Town Manager to review. o Assist with the development and monitoring of the annual budget, in coordination with the Town Manager. o Maintain documents for the Town Manager, including departmental documents needing to be kept on file. o Assist with grant application, maintenance and correspondence. o Assist with the bidding process for contracts and services. o Manage in-house technical assistance and IT support. o May be required to perform other related duties, as needed. Project Management and Coordination o Material Safety Data Sheet initial procurement for the Town Hall, compiling them into binders. o Updating any Material Safety Data Sheets already in the Town Hall binder by replacing sheets or removing them, as needed. o Conducting in-depth research for projects and operational issues for the Town Manager, including laws and regulations, quotes, and preparing any research paperwork needed. o Analyzing data and presenting information to the Town Manager based on research conducted for projects. o Briefing the Town Manager on any concerns and present any solutions. o Coordinates interdepartmental projects and ensures compliance with state and regulatory requirements. Planning & Zoning o Evaluate land use proposals, rezoning requests, site plans, and variances for compliance with zoning codes. o Process, review, and issue permits for development projects, signs, and land divisions. o Research and develop comprehensive, neighborhood, or specific area plans to guide town growth. o Present reports to planning commissions, zoning boards, and town councils; acting as a liaison for public meetings. o Investigates zoning violations and conducts site visits to ensure project compliance. Common Responsibilities o Interpret and apply zoning ordinances and land use laws and regulations. o Communicate with developers, engineers, and citizens regarding project requirements. o Prepare maps, reports, and presentations for official meetings. o Prepares and maintains annexation applications and files. o Maintain records of development applications and decisions. o Participate in HPC Coordination. o Build and maintain relationships with municipal contacts to ensure timely access to data. o Collect and standardize information on meetings, approvals, and permits for internal reporting. o Manage the Town's Flood Plain. o Recommend workflow improvements and support automation tools to streamline data collection. o Manage the Town's Business Licensing, both new and annual renewal These Key and Common responsibilities are not to be construed as a complete statement of all duties performed. Communication and Public Relations o Respond to complex inquiries, complaints, and requests, acting as the liaison between the public and Town Manager as well as between the public and Council regarding Planning & Zoning o Briefing the Town Manager on any ongoing public concerns and presenting any solutions. o Briefing the Council on any ongoing public concerns and presenting any solutions. o Provide professional experience with the public, greeting people with enthusiasm, genuine concern, and positivity. o Record any incoming complaints, analyze information, provide solutions, and present them to the Town Manager to handle them further, if necessary. Standard Operating Procedures This position is to adhere to the Administrative Standard Operating Procedures (SOP-A001), a policy built focused on behavioral and work expectations including codes of conduct, protocols, directives, work instructions, and operating procedures. The principle of the policy is to reduce work risk and enhance efficiency within the Town. Qualifications o Valid driver's license required. o High school diploma or GED required. o Minimum of 2 years' experience in management, administration, or municipal maintenance. o Experience in municipal planning, code enforcement, or land development. o Strong organizational, communication, and leadership skills. o Ability to respond to emergencies after hours, including weekends and holidays. o Must have the ability to communicate effectively in writing and verbally to document findings, maintain records, and work with departmental personnel. Working Conditions o Work is performed indoors and outdoors in all weather conditions. o Position generally requires a mix of office work and field visits to sites or properties. o Site visits may expose employees to outdoor weather conditions. o Prolonged sitting and computer use, with occasional lifting of plans or files. o May be required to lift up to 50 pounds, as needed. o Will be required to work in a safe manner in accordance with OSHA, IDEM, and Town standards. Must be able to pass a background check and drug screening. Pay:
