Key Roles Provide leadership to the EKPC Rates and Regulatory Team for the entire spectrum of rate-making and regulatory activities which include designing and developing wholesale and retail electric rates, developing pricing concepts and methodologies, preparing and presenting testimony before regulators, participating in settlement discussions and hearings at the Public Service Commission, ensuring rate applications are complete, and the development of other regulatory filings and cases. Provide expertise for EKPC and the Member Systems in regulatory, ratemaking and rate applications, including preparing and presenting testimony, developing rate design and methodology, providing pricing and costing analyses, and negotiating special contracts Key Responsibilities Design and develop wholesale and retail electric rates and applications for filing with appropriate regulatory agencies. Plan and develop retail rate applications, including revenue requirements, test year adjustments, case formats & exhibits, rate design, rate strategy, and cost-of-service studies. Develop rate concepts and methodologies. Provide pricing and costing analyses for EKPC and the Member Systems. Provide assistance, when requested by the Member Systems, in contract development and contract negotiation for large power loads, including developing cost estimates and preparing and reviewing rate proposals for large power loads. Perform economic, cost, and feasibility studies. Negotiate special contracts. Develop tariffs. Develop rates. Provide detailed and comprehensive financial planning and analysis to determine revenue requirements. Manage the development and progression of EKPC cases submitted to the PSC. Provide guidance and direction to staff, and participate in employee development including hiring, training, performance management, compensation, disciplinary action, etc. Perform other duties as assigned.
Key Requirements Education:
Bachelor¿s degree in a related area. An equivalent combination of education and experience may substitute.
Experience :
Ten (10) years of related experience. Must have at least five (5) years of supervisory experience in a related area.
Skills and Abilities:
Knowledge and experience in regulated utility rate design and methodology. Knowledge and experience in development of tariffs. Knowledge of cost-of-service concepts and methodologies. Significant experience in working with and providing testimony to regulatory agencies and serving as an expert witness in administrative courts of law. Experience in financial planning, modeling, and forecasting. Demonstrated leadership skills required and with ability to effectively work with a variety of personnel at all levels of the organization including external contacts. Excellent verbal, written, and listening communication skills, including public speaking and presentation skills. Strong leadership and management skills. Provides thorough and timely communication to leadership and staff. Effective planning, organization, presentation, and negotiation skills. Proficient computer and analytical skills. Ability and willingness to be a "hands-on" working member of the team. Ability to form and direct temporary internal cross-functional teams to develop a rate application. Always maintains confidentiality and uses appropriate discretion in discussing confidential issues.
