LOCATION OF POSITION MDH
Office of Facilities Management & Development (OFMD)\r\n201 W. Preston Street\r\nBaltimore, MD 21201\r\n Main Purpose of Job The main purpose of this full-time contractual position will be to provide the Maryland Department of Health ("MDH") and the Office of Facilities Management and Development ("OFMD") with expertise and assistance in the planning and coordination of large-scale, multi-year projects.\r\n\r\n\r\nThis position will be responsible for the management of the Department of Health (MDH) capital and operating construction, maintenance, and system service projects; management of the real property portfolio including overseeing relocation efforts; and planning initiatives in\r\nsupport of the implementation of the Department of Health ("MDH") agency initiatives and in support of the implementation of the MDH Facilities Master Plan.\r\n\r\n\r\nProject management requires oversight and responsibility for projects from initiation through completion. These duties�include but are not limited to:\r\n\r\n\r\n Developing, coordinating, directing and managing professional planning activities;\r\n Managing procurements, review of change orders, invoices and budgets through all phases of a project;\r\n Coordination with State agencies;\r\n Directing and managing the work of consultants and vendors including planning, design and construction teams;\r\n Managing the work of other project managers and consultants;\r\n Directing community development, climate implementation and transportation planning on behalf of the Department;\r\n Directing and coordinating the activities and establishing project goals and objectives on behalf of the Department for Agency programs;\r\n Approving scopes, research, statistical methods and field work activities to be undertaken in connection with planning projects;\r\n Maintaining contact with State, federal, regional, and local officials engaged in the various aspects of planning as well as with representatives of the private sector having similar responsibilities or interests;\r\n Participating in the negotiation of agreements or contracts;\r\n Creating and presenting presentations on plans, proposals, and activities before MDH executive offices and various agencies and organizations;\r\n Supervising vendors and other offices within the Department engaged in complex planning projects and programs;\r\n Improving efficiencies in operations; and\r\n Performing other related duties.\r\n\r\n\r\nMINIMUM QUALIFICATIONS
Education:
� �Graduation from an accredited high school or possession of a high school equivalency certificate.\r\n\r\n\r\nExperience:
Six years of administrative staff or professional work.\r\n\r\n\r\nNotes:
\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\r\n\r\n\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.\r\n\r\n\r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r\n\r\nDESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess:\r\n\r\n\r\n Experience working in construction management (to include managing large complex building projects).\r\n Experience working in healthcare facility planning or clinical planning.\r\n Project management experience, including managing multiple competing demands and working with limited supervision.\r\n Experience developing/managing the development of building programs.\r\n Knowledge of and/or experience with the DGS Procurement Process\r\n Knowledge of and/or experience with DGS Professional Services Procedures and DGS Procurement Processes for Construction Services and Construction Administration.\r\n Experience developing budgets.\r\n Experience managing consultants, including the management of healthcare planners, architects, MEPS engineers, building performance designers and other vendors.\r\n \r\n\r\n\r\nSELECTION PROCESS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\nFURTHER INSTRUCTIONS
