The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a Chief, Transit Planning & Innovations ( Transit Service Manager G ) grade G31 position in the Office of Transportation . About the Position This senior leadership role operates in a fast-paced, high-impact environment and drives the strategic direction, performance, and advancement of the County's transit planning and innovation portfolio. The position provides executive oversight of fixed-route service planning, mobility programs, transit infrastructure initiatives, and emerging transportation solutions, while ensuring alignment with federal requirements, regional priorities, and County mobility goals. The incumbent leads a high-performing team to develop and implement innovative, progressive transit programs that respond to evolving customer needs, operational demands, funding opportunities, and regional transportation trends while advancing equitable, sustainable, and customer-focused mobility solutions that improve system efficiency, enhance the rider experience, strengthen service reliability, and position the County as a proactive leader in modern public transportation. About the Agency The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T's workforce keeps the County's various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more. Direct fixed-route transit planning in a high-paced operational environment, including service design, route optimization, scheduling strategies, performance monitoring, and rapid response planning to improve ridership, reliability, and operational efficiency. Oversee the planning, development, modernization, and management of bus stop and bus shelter programs, ensuring ADA accessibility, customer safety, asset lifecycle management, and alignment with service delivery priorities. Advances innovative rideshare, microtransit, and first/last-mile mobility programs to close access gaps, support equity-focused transportation outcomes, and respond to changing customer and community needs. Provides executive oversight of transit contracts, vendor performance, procurement coordination, and service delivery requirements, ensuring accountability, operational continuity, and compliance with County, state, and federal standards. Directs the administration of federal, state, and local grants, ensuring timely project delivery, accurate reporting, regulatory compliance, and alignment with approved funding objectives. Leads all aspects of National Transit Database reporting and auditing as a core compliance and performance function, including data collection, validation, quality assurance, annual submission, audit coordination, and reconciliation of service, safety, financial, asset, and ridership data. Ensures NTD reporting is integrated into transit planning, budgeting, grant administration, performance management, and executive decision-making to support funding eligibility, regulatory compliance, and system accountability. Establishes and implements data governance, analytics, and performance reporting frameworks that support fast, informed decision-making, operational transparency, and continuous service improvement. Monitors and manages capital budget, ensuring fiscal accountability, cost efficiency, funding optimization and alignment with strategic transit priorities. Provides leadership and direction to professional staff in a high-demand environment, including performance management, workforce development, succession planning, cross-functional coordination, and delivery of priority initiatives. Minimum Qualifications:
Master's degree in business , Public Administration, Urban/Regional Planning, Environmental Studies, Engineering, or Transportation or a closely related field. At least five (5) years of progressively responsible professional experience in transit planning, transportation program management, or public sector mobility services including at least two (2) years of supervision over a subordinate staff. Must have a valid driver's license. Any equivalent combination of relevant training, education and experience MAY also be considered. Please Note:
There is NO equivalency for supervisory experience. Preferred Qualifications:
Experience overseeing contracts and vendor performance within a public procurement environment. Experience with transit data systems and planning tools (e.g., Trapeze, Remix, GIS, or similar platforms Demonstrated experience managing fixed route transit planning, service design, and performance analytics. Strong knowledge of federal transit programs and requirements, including FTA grant management and NTD reporting and audits.
