Essential Functions and Responsibilities:
- Plans, coordinates and supervises all activities of the 50/50 Sidewalk program, and new and existing concrete surface installation within the public right away.
- Initiates and submits cost estimates and proposed budgeting to the Alderperson and capital committees for sidewalk construction.
- Compiles and maintains sidewalk inventory using a variety of software.
- Directs and participates in the preparation and submission of monthly payment vouchers for the sidewalk program, creates and updates reports detailing the progress and budget balances.
- Determines performance evaluation standards and procedures to provide information to subordinate staff on individual work performance expectations to ensure complete and objective appraisal of subordinates' performance.
- Resolves employee problems and concerns; provides technical assistance or training to employees, as needed.
- Establishes work priorities for staff; reviews and evaluates completed work assignments.
- Performs other duties as assigned.

Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.Human Interaction:
Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate a variety of office equipment, including but not limited to a computer, fax machine, photocopier, scanner, printer. Requires the ability to work with multiple computer programs including but not limited to CityWorks, Gmail, and Microsoft Office Suite, candidate must be proficient in Word, Excel, and Google Workplace.Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations and non-routine correspondence.Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.Environmental Factors:
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury; however, may also require working outside in extreme weather conditions, dust, fumes and debris.Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation.Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting. Qualifications A Bachelor's degree in Business Administration, Public Administration, Civil Engineering, or a related field; plus three years of administrative or managerial experience monitoring construction or street and traffic inspection programs. OR an equivalent combination of education, training and experience.Preferences:
Project management experience; experience working with City or other governmental officials.License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
