Job Summary:
SUMMARY •This position will remain open until filled, with a first look at applications on June 8, 2026•Under the general supervision of the City Manager, the Planning and Community Development Director oversees the operations of the Department, including planning, development review, land division, building, and code enforcement, with accountability for results in terms of costs, personnel and methods. The Director also serves as the staff liaison to the Planning Commission.
REQUIREMENTS
Bachelor's degree in urban planning, business or public administration, or a related field and over eight years of municipal planning, including supervisory responsibilities, or any satisfactory combination of education and experience that demonstrates the knowledge, skills and abilities to perform the above duties are required. Must have knowledge of land use planning and community development functions and current trends in the field.
PREFERENCES
Lincoln City desires a director who has broad planning experience in both public and private sectors and is AICP certified.
JOB DUTIES
Establishing departmental goals and objectives, including long- and shortterm planning, and support of facilities master planning. Thoroughly reviewing all proposed development to ensure conformity with the City's ordinances, policies, codes and conditions; and identify and address any problems that may result from the development. Planning and directing the drafting of new or amended ordinances for the municipal code and comprehensive plan. Continually evaluating Planning and Community Development services and programs and implementing improvements as needed. Preparing and presenting the department's annual budget requests. Managing the department's annual budget, including preparation and review of RFP's and grant requests. Supervising and supporting department personnel. Regularly coordinating and consulting with other city departments and agencies regarding the effects of development, ensuring appropriate protection of the City's natural resources and the perseveration of the community's character. Providing information, recommendations and staff support to the Planning Commission, Building Board of Appeals, and Short-term Rental Operating License Appeal Board. Represent the City in the community and at professional meetings. Serve as Board Member of local HOA along with City Manager until area is developed •
