Perform advanced managerial activities providing direction and guidance in strategic operations and planning for the Unit. The Director IIs oversee the effective use of data for reporting and analyses through consultation with other units and departments within the agency, and with other State and Federal partners. Inform and oversee technical staff in data gathering, the development of data systems to fulfill legislative or other policy mandates, and researching, analyzing, and furnishing findings to Executive-level staff. Represent the agency on workgroups and committees to coordinate and develop health and human services policy initiatives related to data analytics. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. 2.Essential Job Functions (EJFs):
EJF 1: Directs Unit activities; provides leadership. Plans, implements and evaluates initiatives impacting health and human services programs in Texas in accordance with state and federal laws. Develops and establishes goals and objectives consistent with legislative mandates and the HHSC strategic plan. Develops and establishes the Unit's priorities and standards for achieving goals. Plans, develops, implements and coordinates policies of the Unit. Collaborates with HHSC areas and HHS agencies in implementing initiatives and projects that support the Unit's goals and objectives. Develops and implements techniques for analyzing program activities; identifies need to revise program. Provides input and recommendations to executive management on the development and implementation of policies directed at improving health and human services programs and policies.

EJF 2: Ensures coordination and collaboration of Unit activities; oversees the analysis of data for use in management planning, cost accounting, and program planning. Oversees the development, preparation and dissemination of materials in response to requests from HHS programs, legislators, executive management or other external stakeholders. Oversees, monitors, evaluates, and develops resources and planning strategies to improve data reporting and analyses; participates in planning and development of agency administrative processes when analyzing data for efficiency and effectiveness.

20% EJF 3: Develops and maintains partnerships with HHS programs, governmental agencies, academic institutions, stakeholder organizations, and researchers. Ensures coordination and collaboration of Unit activities for the planning, development, and implementation of programs related to data collection and reporting. Promotes collaboration between stakeholders to build a shared strategy for policy planning and evaluation, improvement of management accountability, and the means to reach program objectives and requirements. Oversees the coordination and participation in special assignments and projects relating to information systems and data collection.

EJF 4: Represents HHSC as a subject matter expert at public hearings and meetings with legislative officials, state and federal agency officials, consumer representatives, advocacy groups, committees and conferences or seminars. Participates as a panelist or speaker on various state and local workshops.

5.Initial Screening Criteria
Five years of experience in a field related to the agency program is required. Four years college in data analytics, social and behavioral sciences, natural sciences, computer technology, or a related field is preferred. Master's degree or higher is preferred. Two years of experience in a management or supervisory role is required.
