Duties Help The incumbent is a Supervisory Internional Trade Analyst in the Office of Investigions. As a supervisor, you will lead, manage and provide expertise in the conduct of import injury investigions and other internional trade-reled projects in the office. The incumbent is responsible for providing leadership and overall direction and coordinion to interdisciplinary teams in the development and implemention of Commission rules, procedures, and policy as it reles to performing stutory investigions. Incumbent duties will include:
Leading and coordining teams and work plans th result in high-quality reports on the products, industries, and markets th are the subject of import injury investigions, in accordance with Commission rules, policies, and time schedules. Recruiting, hiring employees, and developing a professional workforce; identifying and recommending training and development opportunities, evaluing performance, providing guidance and feedback to others to help enhance their skills, gain new knowledge, and improve their performance. Planning and outlining project objectives to achieve Commission goals, while insuring sufficient resources to complete projects in the allotted time with adeque rigor and high-quality analysis; assigning and reviewing work for completeness, accuracy, and objectivity by providing continuous performance feedback and ring employee performance. Participing, serving as a member of, and contributing substantively to, agency-wide committees and working groups, and addressing agency and personnel performance, human capital projects, process analysis and improvement, and other programmic and administrive initiives. Creing a work environment and culture th challenges and motives others to succeed; developing and maintaining cooperive working relionships both within and outside the Commission; building coalitions using tactful and diplomic approaches with key stakeholders. Imparting expertise and providing assistance on a formal and informal basis to the Commissioners, their staff, Congress, other federal agencies, internional organizions, and the public on internional trade-reled issues, including import injury, trade remedy, or antidumping/ countervailing duties. It should include specific experience:
(a) in-depth knowledge of industrial manufacturing and processing techniques; production, distribution, and market dynamics; accounting principles; macroeconomics; and theories and techniques of economic, stistical, and financial analysis, particularly as these apply to import injury, trade remedy, and antidumping/ countervailing duty investigions or analysis; (b) supervisory or project coordinion assignments th involved a staff of professional analysts and/or economists, which required developing creive and effective analytical approaches and research themes for examining internional trade in services or reled sectors, particularly as these apply to import injury, trade remedy, and antidumping/ countervailing duty investigions or analysis; (c) proficient experience in working collaborively and coordining a variety of specialized and complex analytical projects regarding internional trade; (d) expert experience preparing and reviewing da collection vehicles (questionnaires or detailed surveys) requesting a substantial volume of detailed, pertinent industry and economic da, particularly as these apply to import injury, trade remedy, and antidumping/ countervailing duty investigions or analysis; (e) outstanding communicion skills; and (f) this level, you would lead a multi-disciplinary team in performing research, analysis, and reporting on trade remedy investigions with responsibility for determining methods and scope for accomplishing tasks. Educion While there is no educion requirement for this position, the ideal and most successful candide should possess a professional body of knowledge reled to this position. This would typically be obtained by possession of a Bachelor's degree or higher in the fields of internional trade/relions, economics, business administrion, or other fields directly reled to the production of goods and services in internional trade. Such theoretical knowledge ideally would include an understanding of the technical and economic factors influencing internional trade and competitiveness, commodity and trade collection methods and analytical. Additional informion This detail position is not-to-exceed nine (9) months and in accordance with 5 CFR, 335.102(f), this time limited appointment/promotion may be extended management's discretion for a specified period of not more than 5 years.
