Performs Analysis�\r\nPerforms analyses on proposed rates, tariff language,\r\nindustry structure and other topics as needed.\r\nResults are presented verbally or as memoranda, bucksheet\r\nwriteups, reports or testimony.\r\nWork products may support other Division activities as\r\nassigned. Work products may be filed with the Commission. All work products\r\nshould be adequately supported by data and analysis.\r\nResponsibility for testimony requires the employee to serve\r\nas an expert witness, to be cross-examined, and to assist�Staff attorneys\r\nin settlement discussions, hearing preparation, briefing and other aspects of\r\nlitigation.�\r\nPerforms in Bucksheet Program�\r\nPrepares bucksheet recommendations (e.g., utility filings,\r\ntariffs, applications for operating authority, other matters requiring\r\nCommission attention), in order to ensure that time�commitments are\r\nachieved, high productivity and quality are maintained, by using division\r\ntools, and by tracking work content and errors.�\r\nAdvises on Policy�\r\nPlans and develops economic and policy related analyses and\r\nresponds to inquiries by the�Commission, other divisions, and the outside\r\npublic to ensure that these groups have sound technical and policy advice by\r\nconducting studies, writing and presenting testimony, writing advisory\r\nmemoranda, letters, and cross examination questions as required.\r\nServes as a Commission advisor as required.\r\nDepending on the Commission's need for policy advice during\r\nthe performance evaluation cycle, bucksheet program duties may be increased or\r\ndecreased by substitution.\r\nWorking Groups:
\r\nParticipates in or supports other division members'\r\nparticipation in working groups that may include other Staff members and\r\nrepresentatives of utilities and other parties on matters related to energy\r\ncompetition, tariff provisions, utility restructuring and other�subjects.\r\nMonitors Regulatory Events\r\nMonitors changes in the in the regulatory environment to\r\nensure that the Commission is informed of policies which may affect the State\r\nby reading periodicals, regulatory rulings, and attending conferences,\r\nPerforms Miscellaneous Duties\r\nSupports the director by performing miscellaneous duties as\r\nrequired to ensure that the division is managed in an efficient, high quality\r\nand courteous manner. These duties include, but are not limited to, responding\r\nto inquiries from consultants and providers, responding to surveys from\r\nindustry groups and working on complaint resolutions.\r\nMINIMUM QUALIFICATIONS
Public Service Commission Regulatory Economist\r\nI\r\nExperience:
Four years of\r\nexperience performing�utility, energy policy, economic or econometrically\r\nbased�analysis.\r\nNotes:
\r\n1. Candidates may substitute the possession of a Bachelor's\r\ndegree in Economics, Engineering, Business, Finance, Accounting, Statistics or\r\nMathematics from an accredited college or university for the required\r\nexperience.\r\n2.�Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in accounting\r\nclassification or accounting specialty codes in the accounting and budget group\r\nfield of work on a year-for-year basis for the required experience.\r\n�\r\nPublic Service Commission Regulatory Economist\r\nII\r\nExperience:
Five years of\r\nperforming utility, energy policy, economic or econometrically-based analysis,\r\nincluding one year of experience�with a public service commission,\r\nconsulting organization or regulated enterprise.\r\nNotes:
\r\n1. Candidates may substitute the possession of a Bachelor's\r\ndegree in Economics, Engineering, Business, Finance, Accounting, Statistics or\r\nMathematics from an accredited college or university and one year of experience\r\nwith a public service commission, consulting organization or regulated\r\nenterprise performing utility, energy policy, economic\r\nor�econometrically-based analysis for the required experience.\r\n2.�Candidates may substitute the possession of a\r\nMaster's degree in Economics, Engineering, Business, Finance or a�related\r\ndiscipline from an accredited college or university for�the required\r\nexperience.\r\n3.�Candidates may substitute U.S. Armed\r\nForces�military�service experience as a commissioned officer in\r\naccounting classification or accounting specialty codes in the accounting and\r\nbudget group field of work on a year-for- year basis for the required\r\nexperience.\r\nDESIRED OR PREFERRED QUALIFICATIONS
At least one (1) year of experience working for a utility\r\nregulatory commission for level I and two (2) years of experience for level\r\nII�\r\nAt least one (1) year of experience writing on technical or\r\nbusiness topics and two (2) years of experience for level II.� \r\nExperience using Microsoft Office suite.\r\nExperience using Microsoft Excel to analyze data and\r\nperform calculations.\r\nDemonstrated knowledge of methods of financial analysis\r\nincluding DCF and CAPM.\r\nCoursework in econometric or financial analysis, electrical\r\npower engineering, applied mathematics, statistics, or related technical fields\r\nof study.\r\nLICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle.\r\n\r\n\r\nEmployees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n\r\nSELECTION PROCESS
