Position Summary:
Analytic Services, Inc. (ANSER) is seeking a Senior Acquisition Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)). In this key role, you will be part of a high-powered team that researches and analyzes strengths, weaknesses, threats and opportunities within the global defense industrial base, recommends relevant prototyping efforts, crafts relevant acquisition documents, evaluates proposed efforts, monitors program execution, conducts outreach efforts, and conducts site visits and strategic communications operations as required. Day Responsibilities:
Provide expert guidance on acquisition strategies across project lifecycle (pre-award through sustainment) to include activities such as but not limited to: advise on contract types, incentives, and acquisition approaches, negotiate terms and conditions, review concept papers, ensure executing teams are seeking realistic timelines for executing contracts, advise when pursuing new proposals may not be most practical option compared to expanding current scope, draft select content on various funds transfer documentation. Research contract vehicles/types for the executing teams and build relationships within those organizations to facilitate coordination and support. Actively engage in discussions with potential offerors and stakeholders, translating complex proposal and contract concepts into clear and straightforward language. Assist with spend plans by ensuring executing teams are aligned with IBP policies for project approvals.
Required Qualifications:
Possess an active Secret security clearance with the ability to obtain and maintain a Top Secret clearance. Master's degree in any field. 10+ years of DoD Acquisition & Contracting Expertise. Experience navigating the Defense Acquisition System (DoD Instruction 5000 series), Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS), Cooperative Agreements, and drafting acquisition strategies to support defense industrial base initiatives. Proficiency in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, specifically for tracking, managing, and reporting that would be directly relevant to IBAS or Defense Production Act (DPA) Title III appropriation types. Strategic communication experience and able to distill complex industrial base issues into clear, concise written work products and oral presentations for senior leadership within OASD(IBP), industry partners, and interagency stakeholders. Experience in structuring economic participation deals. This includes experience with public-private partnerships (P3s), cost-sharing arrangements, and industrial participation (offsets) to ensure DoD investments catalyze private-sector capital and long-term economic sustainability.
Preferred Qualifications:
Experience operating within the Office of the Secretary of Defense (OSD) or a similar senior, strategic-level staff environment. Experience effectively briefing, interacting with, and providing counsel to senior military leaders, including Senior Executive Service or Flag and General Officers. Experience in applying systems engineering concepts and methodologies to solve complex technical and programmatic challenges. Understanding of or demonstrated experience in advanced manufacturing, microelectronics, batteries, critical materials, kinetic capabilities, or workforce development initiatives at the local/state/federal level, private sector, and/or academia. Project Management Professional (PMP), DAWIA advanced certification (Program Management or Contracting) or recognized equivalent.
