Job Summary The Rulemaking Manager provides leadership and senior level direction, guidance, drafting, and coordination for Department of Corrections' (DOC) statutorily required regulatory rules to ensure and foster equitable, accountable, and transparent rulemaking efforts related to the services provided by DOC.
Responsibilities include:
Develop, draft, and coordinate DOC's strategic rulemaking initiatives, including rulemaking needs and priorities, and ensure alignment and integration with the DOC's strategic plan, mission, vision, and values. Provide statutory and regulatory expertise and policy analysis of DOC legislative proposals and other bills impacting DOC work to support the legislative affairs and policy directors and advance the agency's strategic priorities related to public policy reform. Develop robust community engagement activities to integrate key internal and external stakeholders into DOC rulemaking development and process. Promote and advance the agency's strategic priorities related to public policy change on critical issues identified by the policy director. This position is subject to the State of MN's telework policy requiring employees living within 50 miles of DOC's Central Office location in St. Paul to work on-site 50% of the time. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line. Qualifications Minimum Qualifications To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Three (3) years of experience drafting statutes, rules/regulations, or policy language that includes demonstrated experience in advancing public policy priorities. A Bachelor's degree in Public Relations, Public Policy, Political Science, Public Administration, or closely related field may substitute for one (1) year of experience. A Master's degree in Public Relations, Public Policy, Political Science, Public Administration, or closely related field may substitute for one and a half (1.5) years of experience. One (1) year of demonstrated experience in advancing and advising leaders on regulatory, legislative, or public policy priorities. Applicants who meet the experience requirements listed above will be further assessed on the following: Capacity to lead, motivate, and delegate work to staff to ensure that objectives are clearly defined, attainable, and that efficient progress is made towards work goals. Advanced knowledge of the rulemaking and legislative process in Minnesota. Advanced written communication skills sufficient to produce clearly understood rule drafts and statutory proposals in plain language, including translating complex statutory requirements into rule. Experience analyzing policy issues, conducting research, interpreting statutes, and providing technical assistance to a variety of stakeholders. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position: Master's degree or higher in Public Relations, Public Policy, Political Science, Public Administration, or closely related field. Four (4) or more years of regulatory drafting experience, particularly working with the MN Revisor's Office or similar official statutory and regulatory publishing body. Experience working in corrections or similar regulatory environment. Legal experience in a local, state, or federal agency setting. Completion of a State of Minnesota leadership program (e.g., ELI or SLI). Demonstrated leadership and experience in advancing rulemaking priorities within a large, diverse and complex organization. Additional Requirements The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records. New employees will be fingerprinted within the first 30 days of employment.
