The Resource Protection Division is seeking applications for the position of Budget Analyst in our Department of Energy Oversight Bureau (DOEOB). This position is responsible for the administration of all the financial resources of DOEOB; it includes auditing, monitoring, directing, and allocating all DOEOB expenditures and revenues as well as analyzing financial issues as they relate to the division's mission, grant terms, and goals. The position manages a budget which includes federal funding sources; reconciles expenditures, invoices, and intra-state funding sources; assists with Request for Proposal (RFP) solicitations including contract administration; and, administers accounts payable to ensure purchases and contract deliverables are received timely and payments are made promptly. This position will also assist in preparing the annual appropriation request and operating budget for DOEOB. How does it get done? Serves as the DOEOB financial point-of-contact for federal funding agencies Develops all financial aspects of grant application work plans Assists in preparing draft and final versions of agency appropriation requests and operating budgets Manages all aspects of the bureau's budget throughout the fiscal year Provides expertise and training in budget projections, budget tracking, contracts, and SHARE financial and human resources modules Reports directly to the Resource Protection Division (RPD) Program Financial Manager and supports DOEOB within the New Mexico Environment Department Collaborates with the RPD Program Financial Manager and DOEOB Bureau Chief on all financial matters Who are the customers? New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Ideal Candidate New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Minimum Qualification Bachelor's degree in Accounting, Finance, Business Administration, or related field and one (1) year of experience performing budget preparation, financial document preparation and management, policy/program analysis, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs. In-state travel up to 20% with optional out-of-state travel. Position requires extensive communication interacting with contractors, the regulated community, environmental non-profit organizations ,and the general public.
