Job Description

The Nevada Department of Veterans Services (NDVS) is hiring a grant funded, contractual Rural Health Grant Program Fiscal Analyst. The Rural Health Grant Program Analyst is responsible for financial activities of NDVS Rural Health Transformation Program (RHTP) grant programs awarded through the Nevada Health Authority. The basis of the grant is to expand coordinated healthcare access to veterans and their family members in rural Nevada, through establishing a new rural-based Adult Day Health Care (ADHC) facility, deployment of Rural Health Access & Resource Navigators, strengthening rural behavioral health programs and enhance support for Women's Health Initiatives, in collaboration with NDVS. The target audience for NDVS program initiatives is specific to Nevada Veterans and family members of Nevada Veterans located in rural and frontier Nevada. This position is expected to work independently and with a team. Responsibilities and Standards
  • Provide guidance and fiscal oversight of department RHTP grant, to include all phases of a grant lifecycle.
  • Assist in preparing annual Rural Health Transformation Program proposals budget.
  • Develop Request for Proposal (RFP) documents for services needed under RHTP.
  • Coordinate formal requests for proposal with purchasing department.
  • Compile monthly request for reimbursement (RFR) for submission to Nevada Health Authority.
  • Produce and evaluate spend plans in collaboration with Rural Health Program Grant Manager.
  • Assist Rural Health Program Grant Manager to prepare and present final reports and state-required grant reporting.
  • Coordinate closely with the Nevada Health Authority, local health authorities, and veteran-serving organizations to ensure all financial reporting is completed in adherence with grant award.
  • Monitor RHTP budgets and state reporting deadlines associated with related projects.
  • Ensure proper accountability and monitoring is established and maintained with each program element for financial performance.
  • Perform other grant-related duties, as assigned.
Required Knowledge, Skills, and Abilities:
  • Knowledge of grant administration procedures.
  • Knowledge of request for reimbursement procedures.
  • Ability to read, understand and comply with 2 CFR 200, Code of Federal Regulations, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Ability to develop Requests for Proposals and contracts for vendors for RHTP.
  • Knowledge and understanding of funds received & expended related to grant program operations.
  • Flexibility and ability to manage competing demands; must be able to manage numerous on-going tasks in a fast-paced environment and adjust to changes.
  • Ability to resolve difficult problems, use analytical judgement, and be able to process a high volume of accurate, detailed, and quality work product.
  • Writing skills are sufficient to prepare succinct reports, recommendations, and justifications.
Minimum Requirements Bachelor's degree from an accredited college or university in public or business administration, accounting, finance, public health, human services, social science, behavioral science or related field and professional grants experience which includes at least three of the following areas: performing complex reconciliations to determine accuracy of account balances; implementing accounting control procedures; researching and implementing grant program budget plans; managing fiscal aspects of grants/subgrants; providing technical assistance to grant/subgrant recipients; monitoring and ensuring grant/subgrant spend plan compliance.
  • Valid drivers' license required at tune of hire.
  • State of Nevada/FBI fingerprint-based background check required at time of appointment.
Salary Information Work Schedule - 40 hours per week, variable schedule to include occasional weekends and evenings, determined by business need. This position is contracted through a Staffing Agency identified by NDVS and is funded through resources other than state funds.
Pay:
$29.00 - $31.00 per hour
