00 Save Job Description The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships. The Capital Budget and Resiliency Unit prepares and administers the Department's Capital Budget and Commitment Plan; assists Department commands in the budgeting and procurement of capital goods and services; reviews and analyzes costs of new and revised capital projects and reduction programs; and provides determination on the eligibility of capital funds for projects/programs. Capital Budget & Resiliency Unit is responsible for the Department's Capital Budget totaling $1.4 billion, which includes federal disaster recovery funding ($30 million). This Associate Staff Analyst position will be responsible for the preparation of Certificate to Proceed (CP) documents for Facilities Management Division, Information Technology Bureau, Life-Safety Systems Division, Fleet Services Division, Aviation Unit, Harbor Unit, Forensic Investigations Unit, and miscellaneous equipment projects as well as ensuring capital eligibility requirements for contract registration with the Comptroller's Office. The following tasks and responsibilities are associated with this position: Track capital projects and existing capital funding allocations, including assisting the team with updating capital forecasts in the Financial Management System (FMS2) Assist in the preparation of the September, Preliminary, and Executive Capital Financial Plans by maintaining the status of all capital projects, creating Excel reports from Info advantage/ Crystal, and updating project justifications and schedules required with each plan submission. In addition, review new need requests and support documentation submitted by commands to be included as part of the financial plan submissions Assist in the Annual Capital (Fixed) Asset Audit Closing Prepare Certificate to Proceed (CP) requests for submission to OMB and ensure that the scope of work for projects falls within the Comptroller's Directive 10. In addition, assist in providing responses to OMB questions regarding CP submissions Prepare Budget Code Modifications (BCMs) and Fixed Asset Intent (FNs) Prepare budget breakdowns and liaise with the Acquisitions Management Division regarding capital procurements Review requisitions from commands for accuracy and ensure all budget documentation is included Elevate sensitive issues regarding the capital budget to the supervisors of the

A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above. 3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above. 4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above. 5.A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above. Preferred Skills
  • Knowledge of the City's Financial Management System (FM2/FMS3)
  • Understanding of NYC Comptroller's Directive 10
  • Understanding of the Capital Budget and Certificate to Proceed (CP) process
  • Strong written and verbal skills
