The Oregon Health Plan (OHP) Community Engagement & Communications unit builds and maintains pathways for community and partner voice across Medicaid and OHP policy, operations, and member-facing communications. The unit collaborates with programs across OHA and state agencies, including Medicaid, Behavioral Health, Public Health, Health Policy and Analytics, Equity and Inclusion, External Relations, ODHS, and key partners such as the Ombuds Program, Office of Community Health and Engagement, Innovator Agents, the Feedback team, Behavioral Health Equity and Community Partnership team, and Healthier Together Oregon.
The unit manages a wide portfolio, including Medicaid community-driven advisory bodies, OHP community engagement and communications, Medicaid rules coordination, and policy and program areas that rely on strong community input.
This position leads the development, evaluation, and ongoing improvement of equitable, community-centered engagement and communication strategies for Medicaid and OHP. The role advises leadership, coordinates community feedback processes, and provides project management, evaluation, reporting, and quality improvement support to strengthen community& #8209;driven policies and programs.
This announcement is for one full& #8209;time, permanent, SEIU& #8209;represented position based in Salem, Oregon. This is a hybrid role, approximately 95% remote and 5% in office.
Minimum Qualifications:
A combination of experience and education totaling seven years of preparation for this classification, such as a Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field demonstrating capacity for required knowledge and skills, plus four years of professional& #8209;level evaluative, analytical, and planning experience.

' Experience supporting development and implementation of policies or programs at community, state, and/or national levels that advance health equity, reduce systemic disparities, expand culturally responsive services, and uplift community and lived& #8209;experience voices.
' Knowledge of health service delivery systems, particularly OHP/Medicaid in Oregon.
' Ability to foster inter& #8209; and cross& #8209;agency collaboration and support coordination of community& #8209;centered policies, programs, and continuous improvement strategies.
' Skill navigating complex relationships through collaborative problem& #8209;solving, consensus& #8209;building, and solution& #8209;focused approaches, with awareness of positionality and power& #8209;sharing. Experience facilitating meetings with diverse partners, including staff, community members, and community groups.
' Strong oral and written communication skills across multiple forums, with experience conveying qualitative and quantitative information in accessible, culturally responsive, and inclusive ways.
' Experience presenting and explaining research and evaluation findings to support quality assurance, strategic planning, and decision& #8209;making.
