Less Position Overview:
Provide subject matter expertise supporting Identity, Credential, and Access Management (ICAM) governance, policy analysis, and modernization initiatives across federal enterprise environments. Support the development, interpretation, and alignment of ICAM governance frameworks, identity lifecycle policies, and access governance processes in accordance with federal cybersecurity standards, Zero Trust principles, and Judiciary modernization objectives. This role focuses on governance, compliance, policy interpretation, stakeholder coordination, and modernization support activities that enable enterprise ICAM transformation and alignment with federal identity management guidance.
Responsibilities:
Information Security Governance & Compliance Support Analyze identity security policies, governance structures, and access management controls to ensure alignment with:
NIST 800-53 / 800-63
guidance Federal ICAM and FICAM standards Zero Trust Architecture (ZTA) principles Judiciary and federal cybersecurity directives Support development and maintenance of governance documentation related to: Identity lifecycle management (ILM) Authentication and authorization governance Access governance and certification processes Privileged access governance User provisioning and deprovisioning standards Assist with interpretation and application of federal ICAM guidance and governance requirements Identify governance gaps, policy inconsistencies, and process improvement opportunities Support audit readiness, compliance reviews, and governance assessments ICAM Governance & Modernization Support Support ICAM modernization roadmap activities including governance alignment, milestone support, and modernization planning Assist in development of future-state governance processes supporting enterprise ICAM transformation Support harmonization of governance and policy requirements across stakeholder organizations Contribute to governance-related modernization documentation and analytical artifacts Support alignment of ICAM governance activities with Zero Trust initiatives and identity modernization objectives Stakeholder Engagement & Policy Coordination Engage AOUSC, TSO, SDSO, and court-level stakeholders to gather governance requirements and support modernization initiatives Facilitate governance discussions, working groups, and policy review sessions Support development of governance communications, executive briefings, and policy-related materials Coordinate with business, security, and technical stakeholders to support governance alignment and decision-making Assist in communicating ICAM governance objectives, policies, and modernization impacts to stakeholders Program Management & Analytical Support Support PMO activities related to governance tracking, issue documentation, and policy coordination Maintain governance artifacts including: Governance frameworks Policy documentation Risk and issue logs Decision trackers Compliance support materials Support preparation of executive-level reports, dashboards, and briefing materials Assist with coordination of governance deliverables across ICAM modernization workstreams
Education and Experience Required:
Bachelor's degree in Cybersecurity, Information Systems, Information Technology, Business, or related field (or equivalent experience) 10+ years of experience in:
IAM / ICAM
governance Cybersecurity governance and compliance Identity governance and administration (IGA) Federal cybersecurity or modernization programs Strong knowledge of: Identity lifecycle management Access governance and certification Authentication and authorization concepts
RBAC / ABAC
access models Zero Trust Architecture
NIST 800-53 / 800-63
guidance Federal
ICAM / FICAM
frameworks Experience supporting: Governance and policy development Compliance and audit readiness activities ICAM modernization initiatives Stakeholder engagement and governance coordination Strong analytical, documentation, and communication skills
Preferred Qualifications:
Active Secret or Top Secret clearance Experience supporting: Federal Judiciary environments DHS, DOJ, or civilian federal agencies Enterprise ICAM modernization initiatives Familiarity with: SailPoint Saviynt Okta Microsoft Entra ID (Azure AD) ServiceNow or GRC platforms Agile delivery environments and PMO support activities Certifications such as:
CISSP CISM CGRC CRISC
Security+ SailPoint or identity governance certifications
