Coordinate ongoing monitoring calls with federal partners and the Department program staff to facilitate the implementation of new initiatives. Make planning recommendations to senior-level staff to assist in the facilitation of the 1115 Waiver. Provide technical guidance to Department programs as it relates to the 1115 Waiver. Monitor changes and amendments to the 1115 Waiver Special Terms and Conditions (STCs). Assist in the coordination of the evaluation of the 1115 Waiver. On an ongoing basis, provide policy interpretation and technical support to Department programs. Draft policy regulations and coordinate planning meetings as needed. Assist in preparing reports that analyze, evaluate, and monitor healthcare demonstration programs for submission to CMS and internal partners. Interpret data in reports to identify trends and seek clarification and/or explanations from program areas. Ensure compliance with state and federal noticing requirements. Participate in coordinating and conducting public forums and public hearings to inform the public of new waiver initiatives. Supervise and train subordinate state and contract staff. Manage workflow and tasks assigned to the 1115 Waiver Unit team. Analyze the policy and fiscal implications of state and federal legislation. Prepare written materials and reports that can be used to inform current policies and senior-level staff. Ensure timely submission of information to be shared on the DOH website to ensure ongoing transparency to stakeholders and the public. Minimum QualificationsCurrent New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23,
OR:
New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 52.6, 70.1 or 70.4 of the Civil Service Law.Provisional Appointment:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent service or 55-b/55-c service as a Medicaid Redesign Analyst 1. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Redesign Analyst 1. minimum qualifications.HELPS quals:
Seven years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Preferred Qualifications:
Strong organizational, research, writing, and communication skills. Experience in Medicaid and/or state or federal government. Proficiency in Microsoft Office tools (Excel, Word, PowerPoint). Strong quantitative and data analysis skills, including budgeting and financial data review. Comfort navigating complex intersections of state and federal policy. A balance of independence and teamwork, with a drive to deliver results. Additional CommentsThis position is part of theNYS HELPS
