- Research and compile data on the operations of state and local authorities and perform onsite assessments of their performance and compliance with State law.
- Draft correspondence, interview public authority officers, develop compliance review work plans, document findings, author reports, and produce recommendations to improve the operating and governance practices of authorities.
- Report matters which require attention to higher level staff.
- Regular interaction with the boards and staff of public authorities, other state agencies and legislative personnel.
- Statewide travel will be necessary.
- Review and analyze financial reports and other information filed by public authorities in the Public Authorities Reporting Information System (PARIS)
- Prepare and analyze tabular and statistical material, including reports required by law, or requested by the Governor, Legislature, media, public, or other interested parties
- Prepare written replies to inquiries addressed to the ABO.
- Identify factors or issues inhibiting the effective reporting of comprehensive and accurate information.
NON-COMPETITIVE MINIMUM QUALIFICATIONS
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of theNY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in anNY HELPS
title, employees may take part in any promotion examination for which they are qualified. The minimum qualifications for Non-Competitive appointment are: Policy Analyst Public Authority Trainee 1 Four years of experience reviewing, analyzing, and recommending the development and implementation of policies pertaining to state and local public authorities, which includes training and assisting public authorities' staff on issues of accountability, compliance with state law, financial transparency, and operating and management practices; developing risk-based compliance review plans; and conducting policy research to address and resolve operating issues at public authorities. Policy Analyst Public Authority Trainee 2 Five years of experience reviewing, analyzing, and recommending the development and implementation of policies pertaining to state and local public authorities, which includes training and assisting public authorities' staff on issues of accountability, compliance with state law, financial transparency, and operating and management practices; developing risk-based compliance review plans; and conducting policy research to address and resolve operating issues at public authorities. Policy Analyst 1 Public Authority Six years of experience reviewing, analyzing, and recommending the development and implementation of policies pertaining to state and local public authorities, which includes training and assisting public authorities' staff on issues of accountability, compliance with state law, financial transparency, and operating and management practices; developing risk-based compliance review plans; and conducting policy research to address and resolve operating issues at public authorities.- An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
