Job Description

•This is a Temporary Grant position.• The Agency's mission is to be boldly innovative in improving the health and quality of life for South Carolinians. This position is located in Bureau of Policy , Richland County. This is an in-office role and not a telecommute or remote position. Are you the One? We are looking for an Assistant Bureau Chief of Policy , who will, report to the Bureau Chief of Policy and serves as the Assistant Bureau Chief. The Bureau of Policy creates, monitors, and manages Medicaid policy and procedures that serve as the foundation for the rest of the South Carolina Department of Health and Human Services (SCDHHS) programmatic activities. The Bureau is responsible for development of policy manuals, coverage, and services to include state plan services, state contracts and initiatives, waiver and facility services, OIDD and youth waivers, and behavioral health. The Assistant Bureau Chief supports the Bureau Chief with ensuring compliance with state and federal authorities and requirements; and that policy information is correctly reflected in the Medicaid Management Information System (MMIS). This role also collaborates with the Bureau Chief and other senior leadership and identified internal and external stakeholders to execute the strategic goals of the Agency, the Centers for Medicare and Medicaid Services (CMS), and offer high-value coverage to enrollees. Assists Bureau with design, implementation, and monitoring of operations that support the Bureau of Policy with regard to strategic goals and initiatives. Provides supervision to staff through monitoring, individual conferences, department meetings, and planning sessions. Assesses workload and staff strengths and weaknesses so that duties and responsibilities of staff are allocated to maximize efficiency and effectiveness and to assure that federal mandates are met. Assists Bureau Chief with overseeing a team responsible for the full contract lifecycle for assigned administrative and service contracts, which includes: working with program subject matter experts, the Agency contract team, and Budgets to develop and execute administrative and service contracts; working with vendors to ensure deliverables are met; monitoring and reconciling contract financials and invoices. Supports Bureau Chief in overseeing the research, development, implementation, and maintenance of policies related to State Plan services delivered under the Fee-for-Service Medicaid program (with the exception of behavioral health, pharmacy, nursing homes, and waiver services).
This includes:
updating and maintaining policy and provider manuals and fee schedules, working with internal and external stakeholders to provide SCDHHS policy interpretation, analyzing and interpreting current and proposed state and federal laws, rules, and regulations to determine impacts to the Medicaid program, working across Agency divisions (e.g., with Finance) to determine benefit design and reimbursement methodologies, developing provider bulletins, public and tribal notices, and state plan amendments, updating HCPCS, CPT, and ICD-10 codes, and creating and conducting provider training as necessary. Supports Bureau Chief in overseeing the research, development, implementation, and maintenance of policies related to Behavioral Health services identified in the State Plan and delivered under the Fee-for-Service Medicaid program, encompassing the full array of behavioral health services, from outpatient and community-based to inpatient and/or emergent levels of care.
The work includes:
updating and maintaining policy and provider manuals, fee schedules, and section 4-procedure codes, working with internal and external stakeholders to provide SCDHHS policy interpretation, analyzing and interpreting current and proposed state and federal laws, rules, and regulations to determine impacts to the Medicaid program, working across Agency divisions (e.g., with Finance) to determine benefit design and reimbursement methodologies, developing provider bulletins, public and tribal notices, and state plan amendments, and creating and conducting provider training as necessary. Leads or supports other projects proactively or as assigned by Agency leadership. Continuously engages in process improvement to support Agency, Division, and Bureau-wide strategies, objectives, and initiatives. Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement. A bachelor's degree in health care, health administration, public health, public administration, business, or a related field and three (3) years of experience directly related to healthcare delivery systems and/or managed care. Two (2) years of supervisory experience required. A master's degree in health policy or public administration and at least two (2) years related relevant experience in social service programs, business administration, general administrative management or relevant program experience.

Lifting requirements:
20 lbs. In-office Role Five (5) or more years of work experience managing complex projects and health initiatives. Experience working with Medicare and/or Medicaid programs.
