Yes Location CountyAlbany Street Address44 Holland Ave CityAlbany StateNY Zip Code12229 Job Specifics Duties DescriptionThe position will be in the Consolidated Fiscal Reporting (CFR) Unit of the Bureau of Fiscal Reporting and Data Analysis (FRDA). The CFR Unit is responsible for overseeing the development, collection and review of Consolidated Fiscal Report (CFR) documents and for the dissemination of information reported on the CFR. The CFR is the primary provider cost reporting document for four state agencies, including OPWDD. The individual holding this position will:
- Perform desk audits of Consolidated Fiscal Reports (CFR's) submitted by voluntary service providers.
- Participate in Consolidated Fiscal Report System (CFRS Web) software testing.
- Assist the CFR Inter-agency Training Subcommittee with CFR training preparation, develop training materials and act as a presenter in the CFR training of voluntary service providers.
- Assist the CFR Inter-agency Rewrite Subcommittee with semi-annual CFR manual rewrites.
- Participate in the CFR Inter-agency Accounting Subcommittee
- Assist Fiscal Reporting and Data Analysis staff with maintenance of CFRS Web software.
- Perform reviews and analysis of CFR information.
- Provide technical assistance to voluntary service providers and agency staff.

Health Care Fiscal Analyst Trainee 1 (Equivalent to SG-14): Either 1. A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration. OR 2. A bachelor's or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing. Health Care Fiscal Analyst Trainee 2 (Equivalent to SG-16): Either 1. A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration. OR 2. A bachelor's or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing. And one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital or healthcare facility related to reimbursement rates, principles, and practices. Senior Health Care Fiscal Analyst (SG-18): Either 1. A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration OR 2. A bachelor's or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing. And two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital or healthcare facility related to reimbursement rates, principles, and practices.Substitution:
A master's or higher degree in a related field can substitute for one year of experience.Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. - If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
- The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
