Job Description

Are you ready to take your career to the next level? NCTTRAC is seeking a talented individual for the full-time Response Coordinator position to support the healthcare coalition (HCC) emergency and disaster preparedness programs in Trauma Service Area (TSA) E. This position is expected to ensure that all regional plans, guidelines, and standard operating procedures are developed with significant input from regional emergency management parters and Healthcare Coalition members. This position also helps coordinate the HCC training and exercise program, including training scheduling, publication, exercise planning, exercise execution, and after-action report development. The Preparedness and Response Coordinator will also assist with the planning and coordination of emergency response activities in the TSA-E Medical Coordination Center (EMCC). This position will occasionally travel to the NCTTRAC Warehouse in support of Emergency Medical Task Force (EMTF) preparedness and response activities. This position will occasionally travel to HCC partner facilities and organizations to participate in site visits, disaster planning, exercises, and response activities. This position will also serve on a weekly rotation with other staff members carrying a 24/7 duty phone.   • contingent upon management approval) Primary Responsibilities Develop and maintain NCTTRAC emergency and disaster plans, including (but not limited to):
  • The Healthcare Coalition E Regional Preparedness Strategy
  • The NCTTRAC Business Continuity Plan Develop and maintain the HCC-E Training & Exercise Program, including (but not limited to):
  • The Multi Year Integrated Preparedness Plan (IPP)
  • The HCC-E Training Plan
  • Planning and delivery of regular Crisis Applications Training
  • The Medical Response Surge Exercise MRSE
  • Annual Tabletop Exercises covering new targeted response annexes
  • Regional crisis application systems (i.
e. EMResource and Pulsara) Support planning, coordination, and execution of the components of the NCTTRAC emergency preparedness program as it relates to the HPP Conduct annual revisions to the regional Hazard Vulnerability Assessment/Analysis. Support the Regional Emergency Preparedness Committee (REPC) and HCC-E Disaster Clinical Advisory Group (DCAG) meetings. Conducts annual visits to partners with regional HPP assets. Performs maintenance checks to ensure assets remain in good shape and are deployable. Maintain current knowledge of emergency preparedness processes and procedures via literature review, continuing education, and/or conference attendance. Participate in drills and exercises to test plans and address and identify deficiencies related to the preparedness and response program. Supports the EMTF Program during State Mission Assignments. Communicate knowledgeably with physicians, elected officials, and C-Level leadership of healthcare organizations. Demonstrate a high level of "customer service" toward internal and external "customers" at all times. Perform other duties as assigned.
Qualifications Education, Training, and Experience:
Minimum of two (2) years of experience in emergency management, healthcare, public health, public administration, or grant administration is required. Bachelor's degree from an accredited college or university with primary coursework in emergency management, public administration, Healthcare Administration, or related fields preferred. Relevant professional experience may be considered in lieu of a degree. Must have completed
ICS 100, 200, 700, 800
classes or be able to complete within six months of hire. Must possess a current, valid Texas driver's license or be able to obtain one within 30 days of hire. Must be skilled in Microsoft Office applications (Excel, Word, PowerPoint, SharePoint, Teams, Outlook). Must be able to manage multiple time-sensitive priorities and adapt to rapidly changing situations. Knowledge of and experience in interpreting and meeting contractual requirements, strategic planning, and statistical analysis is preferred. Knowledge of Incident Command System (ICS) and National Incident Management System (NIMS) is preferred.
