Duties Help The Policy & Capabilities (PC) Directore ensures the IC is best postured for the thres and challenges of an uncertain future, through stregy, policy, and capabilities development. PC is comprised of the Stregic Capabilities Office (SCO) and Policy Stregy and Accountability (PSA) Office. The Policy, Stregy, and Accountability (PSA) Office is the forefront of developing, implementing, and evaluing the Nional Intelligence Stregy, to restore our clandestine technological dominance while ensuring the protection of American civil liberties. Key functions include stregy and prioritizion management, the development of IC policy, IC stregy and guidance on science, technology, and da, and net assessments and comparive analysis. The incumbent is responsible for the formulion, development, production and evaluion of a broad range of policies, processes, and guidance on mission, enabling functions, and intelligence disciplines and communice these policies, processes, and guidelines to community stakeholders. Perform the review and analysis of policies, processes, and guidelines th are contained in United Stes Government (USG) and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure equities are captured and relevant concerns are resolved. Assist the Group Chief in leading and overseeing staff in the formulion, development, production, and evaluion of a broad range of policies processes, and guidance on subject areas including mission enabling functions, and intelligence oversight disciplines and communice these policies, processes, and guidelines to community stakeholders. Assist the Group Chief in providing leadership and direction to the IC Policy Group. Assist the Group Chief in setting priorities, allocing resources, and driving business outcomes across the Group. Support the Group Chief in leading and managing the IC Policy team, including providing guidance, coaching, and development opportunities. Contribute to the team's performance management, including setting goals, evaluing performance, and identifying areas for improvement. Lead and oversee staff in the review and analysis of policies, processes, and guidelines th are contained in United Stes Government (U.S.) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure equities are captured and relevant concerns are resolved. Lead and oversee staff in communicing policy needs, trends, and developments relive to organizional leadership, senior policymakers, and other senior U.S. Government officials. Oversee, lead, foster, and promote communicions th increase stakeholders', consumers', IC colleagues', and U.S. Government executive agents' overall understanding of USG and IC policies, processes, and procedures in order to best promote mission effectiveness. Lead and oversee staff in the planning and preparion of communicions and reports th address Executive Branch taskings and Congressional inquiries; direct staff in the production and coordinion of executive-level briefings; represent organizional equities to the IC and other government agencies meetings, conferences, and other public fora. Lead and oversee staff in reviewing an extensive volume of written merials and preparing or contributing to written and verbal products including congressional testimony or responses to inquiries, senior-level issue papers or briefings, and letters and memoranda. Lead the planning, management, and deployment of resources including budget, staffing, IT support, and/or space allocions in order to successfully complete assignments; assess staff performance, collabore and oversee goal setting, develop and execute a training plan for employees, and provide feedback on professional development. SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is tached to GS employees on the basis of individual qualificions, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the approprie GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position th is a lower grade than his or her personal grade, the candide's personal grade downgraded to the grade of the advertised ODNI position and pay set the step th is closest to, and not less than, the employee's current annual base re of pay, not to exceed the maximum step re of the GS grade to which assigned.
