 CIPE is seeking a full-time, exempt position based in Washington, D.C. the Monitoring, Evaluation, and Learning (MEL) Specialist supports the implementation of CIPE programs by providing technical MEL support focused on performance monitoring, data collection and analysis, and learning. Working closely with CIPE's MEL Director, CIPE program teams, and the Program Coordination Unit (PCU), the MEL Specialist contributes to the design and operationalization of MEL frameworks, supports data collection and management processes, conducts data analysis, and helps translate findings into actionable insights for program improvement, accountability, and strategic learning. This position places a strong emphasis on data management, analysis, and visualization to support evidence-based decision-making across CIPE programs.
Responsibilities:
MEL Frameworks and Planning Support Support the development of MEL plans and frameworks (results frameworks, logic models) in alignment with CIPE's organizational measurement systems and donor requirements Assist in developing performance indicators, including indicator definitions and data collection approaches Support the operationalization of CIPE strategic indicators for data collection and analysis Support the configuration and setup of project MEL plans within CIPE's MEL platform (DevResults) Data Collection, Management, and Analysis Support the design and implementation of quantitative and qualitative data collection tools (e.g., surveys, interview guides, assessment tools) Coordinate and track data collection efforts with program teams and partners Conduct data cleaning, coding, and processing to ensure high-quality datasets Manage and maintain project data and indicators within CIPE's MEL platform, including data entry, validation, and regular updates Configure indicator specifications, including units of measure, disaggregation, targets, and reporting frequencies Ensure consistency and quality of data structures, in alignment with standardized indicators and disaggregation Prepare, clean, and import datasets into DevResults Serve as a key point of support for ongoing DevResults data management and system utilization across programs Conduct routine data quality checks and validation to ensure data accuracy and integrity Analyze data using quantitative and qualitative methods to identify trends and insights Reporting and Communication Support the preparation of MEL reports, dashboards, and data visualizations for internal and external audiences Develop and maintain dashboards and data visualization tools Contribute to donor reporting by compiling and analyzing MEL data and supporting narrative development Translate data and findings into clear insights in analytical reports, evaluation briefs, factsheets, or compelling impact storytelling narratives Capacity Building and Collaboration Provide technical support to program staff and partners on MEL processes and use of CIPE's MEL platform Contribute to the development of user guidance materials, templates, and walkthroughs Support onboarding and training of program teams on MEL tools and systems Support coordination with external evaluators and consultants as needed Learning and Continuous Improvement Contribute to learning activities such as reflection sessions and knowledge-sharing Support documentation and dissemination of lessons learned and best practices Maintain an updated and well-resourced MEL intranet for use by CIPE MEL and other teams Qualifications Bachelor's degree in International Development, Economics, Public Policy, Social Sciences, Data Science, or a related field; Master's degree preferred Minimum of 3 years of relevant experience with a Master's degree, or 5 years with a Bachelor's degree, in MEL, research, or data analysis roles Fluency in Spanish required Strong experience managing or supporting structured datasets and performance indicator data, including data cleaning, transformation, and statistical analysis Experience with MEL frameworks, indicators, and data collection methodologies Experience designing surveys and qualitative tools, supporting quantitative and qualitative evaluation, data collection, and analysis Proficiency in MEL-related Excel functions, such as pivot tables, Power Query, or similar Strong proficiency in MS Office Suite, in addition to at least one statistical analysis software (e.g., R, Stata, SPSS), at least one data collection/survey software (e.g., Qualtrics, SurveyCTO), at least one dashboard software (e.g. Power BI, Tableau). Familiarity with qualitative software (e.g. Dedoose, Nvivo), a plus. Experience with MEL platforms or databases (e.g., DevResults, DHIS2) and familiarity with relational database concepts, preferred Experience working with donor-funded programs (e.g., US State Dept, NED, EU, FCDO, GIZ, SIDA or other major donors), preferred Excellent written and verbal communication skills in English; fluency in additional languages (Arabic, French, Spanish, or others), a strong asset Knowledge of thematic areas related to CIPE (e.g., democratization, good governance, advocacy, policy reform, organizational capacity building, anti-corruption), preferred Strong organizational skills, attention to detail, and ability to meet deadlines in a fast-paced environment Experience working across cultures and collaborating with diverse stakeholders
THE SALARY RANGE FOR THIS POSITION IS

CIPE offers a salary competitive with other international non-governmental organizations and an excellent benefits package.
