The Coordinated Outreach Referral, Engagement (CORE) program works collaboratively in small teams to engage and stabilize homeless individuals living outside to identify plans to end their homelessness permanently. The CORE Outreach Specialist is responsible for street outreach efforts in Contra Costa County which include building trust with individuals and families that are not being served or are underserved by existing community service delivery systems. The Outreach Specialist works collaboratively to locate, engage, stabilize and house chronically homeless individuals and families. The CORE Outreach Specialist plays a key role among a multidisciplinary team which serves to support and stabilize individuals moving from street to service.

ESSENTIAL FUNCTIONS
Conduct mobile and street outreach throughout Contra Costa County. Contract teams work in collaboration with the liaisons, contractors may require fluctuating hours, for the purpose of engaging homeless individuals into services. Respond to dispatches from contractors and community for contracted locations. Check in daily with contracts/dispatch at beginning and end of shift and on-site personnel when possible to mitigate issues within the community involving the homeless. Work in close collaboration with the community or contracting authority to ensure clients are connected to services requested; provides transportation when needed. Respond to requests from service agencies, businesses, community groups, and citizens to engage with individuals who need assistance. Work in close collaboration with the Health Care for the Homeless Program medical staff to engage homeless individuals Support the CORE Lead Outreach Worker and perform Lead duties when Lead is absent. Provide guidance to team members, including communicating team goals and identifying areas for new training needed. (safety/paperwork/approach/de-escalation etc.) Build trust with and assess the needs of unsheltered homeless persons encountered during outreach efforts; make initial contact and develop rapport with homeless adults, youth and families. Distribute survival supplies including but not limited to food, hygiene supplies, blankets, and socks. Administer intakes, housing assessments and other forms documentation as needed. Review and understand program data, as it pertains to reporting out with the Homeless Management Information System (HMIS). Assist homeless individuals with completing applications for services, transporting them to shelters, services, and other points as needed. Collaborate with Coordinated Entry programs and other County services to place homeless individuals in housing and enroll them into services. Provide targeted outreach to individuals who frequent emergency services but are not connected to stable housing and health services. Must be able to work in the community and meet homeless consumers where they are, which includes but not limited to the woods, under bridges, and in abandoned houses. Provide necessary referrals and information for temporary housing and community resources. Provide program materials to community partners around shelter services (outreach to motels, churches, merchants). Maintain and interact in a culturally sensitive, respectful, and professional demeanor. Attend and participate in weekly case conferences as part of the county-wide CORE outreach program. Attend community meetings with other service providers to share program information and coordinate services. Comply with all policies and procedures guiding the work of this position and the department overall. Attend training and meetings as required. All other duties as assigned.
JOB QUALIFICATIONS
Knowledge of the client population and their complex needs including homelessness, financial instability, medical and psychiatric illnesses, and substance abuse, and
HIV/AIDS.
Ability to work well with diverse staff, stigmatized communities and clientele including cultural, language, sexual identity, gender and other diversity considerations within all neighborhoods in Contra Costa. Ability to work successfully both independently and cooperatively. Professional level competency using Internet, email, and Microsoft Word computer applications. Ability to use computers/internet to look up information and enter relevant notes. CPR and first aid certification within 90 days of hire. With instruction, the ability to assist persons with disabilities and to help transfer a 180lb person and lift wheelchair in and out of a car or van. Ability to use a computer, phone or office equipment for extended periods of time. Ability to successfully and efficiently complete tasks in an environment where background noise is present, and interruptions may be constant. Ability to work fluctuating hours which may include day, swing, or graveyard shifts. Education/Experience AA/AS degree in Human Services, Psychology, Counseling, or a related field, or High School degree or equivalent plus a minimum 2-year direct experience working in a professional capacity with homeless, behavioral health or medically complex populations. Certificates/Licenses/Clearances Must possess a valid California driver's license due to driving County vehicle. Drivers must have a clean record with no infraction/accidents and be 21 years of age or older.
Other Skills, Knowledge, and Abilities Desired Qualifications:
Bilingual, bicultural in Spanish. Lived experience of homelessness and/or accessing behavioral health services. Previous experience or training in street outreach and clinical case management. Knowledge of Contra Costa County and community resources. Knowledge of the Contra Costa emergency provider network. Prior experience with documentation and billing procedures.

Bridge HIV is a grant-funded research unit affiliated with the San Francisco Department of Public Health and the University of California San Francisco. ESSENTIAL FUNCTIONS
  • Support coordination for the clinical team according to predefined milestones, timelines and aspects of a subset of study protocols, under the guidance of the Senior Clinical Research Coordinator, to ensure successful implementation of the project plan.
  • Implement a subset of study protocols, including creation of protocol materials, necessary form sets, source documents, tracking systems; maintain data collection forms, logs, and databases and review informed consent documents and other protocol and site-specific documents; ensure completion of required study-specific trainings by staff.
  • Support overall compliance with study protocols: manage quality control systems, completion and submission of study-related documentation; assist with regular audits and other quality management activities. Recognize, track, and report protocol deviations/violations, and adverse events per protocol requirements. Ensure ethical standards of research are followed.
  • Manage day-to-day study activities to ensure prompt responses to study participants by study staff. Assist research associates and clinicians with telephone support calls and with study participant visits when needed.
  • Perform data entry of study data. Create weekly reports on study recruitment, retention, and other monitoring measures.
  • Provide administrative assistance to the study teams, including formulating agendas, recording of minutes, and determining action items following meetings. Work with the study investigators to resolve problems as they arise.
  • Coordinate communication with study sponsor, research collaborators, and other stakeholders. Participate actively on protocol team meetings and calls. Develop educational materials and educate the community regarding studies and research-related issues.
  • Work with the Regulatory Affairs Associate to prepare regulatory submissions and handle routine regulatory activities.
  • Provide oversight of laboratory issues, specimen processing, ordering of supplies, and scheduling issues.

46 monthly SUMMARY The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness. The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County's 88 cities, and unincorporated areas to deliver high-quality, life-saving care. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office. The Program Analytics team carries out mission-critical data science and analytics projects in support of programs that provide housing and social services to the most vulnerable people in Los Angeles County. This role offers an opportunity for impact across program areas spanning the Los Angeles County homelessness system, including but not limited to outreach and response to unsheltered people, interim housing and temporary shelters, permanent supportive housing and case management services that sustain people in housing, and benefits entitlement programs. This position supports the Associate Director of Program Analytics in building data science products that help those program teams make better decisions, including by building dashboards, predictive models, and supporting internal program evaluation. The role also includes helping to build out metrics for systemwide performance improvement, including building and maintaining indicators that track the performance of the homelessness system and of individual service providers within that system, to ensure taxpayer dollars are having the maximum possible impact on housing and supporting people experiencing homelessness. The Senior Data Scientist works closely with a team of data analysts and data scientists, providing supervision as needed. Those analysts are tasked with providing critical analytical and reporting support to HSH programs, ensuring data-driven insights inform decision-making and enhance program effectiveness. Key responsibilities include supervising the development and automation of reports and dashboards, improving the quality and accessibility of program data, and ensuring analytics and reporting efforts are aligned with strategic priorities. The role ensures that analytics and reporting efforts align with strategic priorities, enhances the quality and accessibility of program data, and fosters cross-team collaboration to meet organizational goals.
ESSENTIAL FUNCTIONS
Oversees recurring reporting workflows and leads the automation of these processes, including revisions to improve data quality and accuracy and increase analytic value. Supports the Associate Director of Program Analytics in delivering mission-critical data science projects across the Los Angeles County homelessness system. Collaborates with division, departmental, and countywide stakeholders to solicit, define, and manage highly complex data science projects from conception through implementation; ensures that projects result in actionable insights and recommendations that can be used to support business decisions and allocate resources; and provides ongoing consultation during program implementation of recommendations as necessary to ensure program fidelity. Provides technical oversight to small teams of Data Scientists and Data Analysts as necessary to ensure project success. Leads the discovery process with departmental stakeholders to document business requirements and frame business problems so that appropriate corresponding data science techniques and products can be identified and deployed. Collaborates with other department subject matter experts to understand, identify, and select available and relevant sources of data for use cases, including internal, external, structured, and unstructured data sources; and provides guidance to other department data experts in the selection and transformation of such sources. Supports collection, integration, and retention requirements for large sets of structured and unstructured data from disparate sources, acts as a resource for senior data engineers and architects in the selection and design of systems for use by the data science team. Reviews proposals by Data Scientists and analysts regarding selection and improvement of data science tools and ensures that the team's tools and systems are well documented. Conducts and coordinates statistical inference of data and conveys findings and conclusions orally, in writing, visually, in presentations, and by developing interactive tools as appropriate to communicate effectively with a wide range of audiences, including technical and nontechnical staff, stakeholders, and members of the public. Works with program staff to understand the implications of analyses and to ensure that findings are actionable and support data-driven program, policy, and operational decision-making. Assists in implementing recommended business process changes in ways retain fidelity to best practices identified through the analysis and recognize the operational realities underlying existing business processes; provides ongoing consultation as recommended changes and new programs grow and evolve, including recommending modifications to adopted goals and metrics. Coordinates with various functional teams to develop and implement products, services, tools, or business process changes resulting from the analysis. Creates and validates advanced analytic products (e.g., Recommender Engines, Auto Classification algorithms, Predictive Scoring, geo-spatial clustering, NLP classifier, etc.) and places them in production; works with nontechnical program managers and staff to understand analytic products and to integrate them into departmental programs. Recommends ongoing improvements to methods and algorithms that lead to findings, including new information. Creates and monitors performance of automated-detection systems and provides business metrics for overall project to show improvements initially and over multiple iterations. Provides ongoing tracking and monitoring of performance of decision systems and statistical models and troubleshoots and implements enhancements and fixes to systems as needed. Develops and maintains a high level of expertise in statistical programming languages and packages and other software tools; provides training and support to Data Scientists and Data Analysts as necessary; and ensures the quality of code and programming logic generated by the data science team.
JOB QUALIFICATIONS
Option I:
Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to Data Scientist.
Option II:
A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis
  • AND•Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making.
A Master's or Doctoral degree from an accredited college or university in a field of applied research such Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health may substitute for up to two (2) years of experience. Certificates/Licenses/Clearances A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Successful clearance of the Live Scan process with the County of Los Angeles.
