Leverages transportation systems, models, simulations and data to prepare basic to high complexity studies of existing or proposed transportation system including: new systems; upgrades or updates to existing systems; re-routing of systems; reviews of existing systems; etc. Creates transportation surveys, exhibits, and other meeting materials as necessary, to identify areas of public concern and facilitate public and stakeholder input. Reviews transportation plans for compliance with applicable local, state and federal laws. Escalates any legal compliance issues as necessary. Collaborates with engineers to research, analyze or resolve complex transportation conceptual/schematic design issues. Collaborates with sales staff to create proposals in response to current and potential client requests for proposal (RFPs). Reviews draft proposals for adherence to firm, industry, state, local and federal regulations and best practices. Meets with current and potential future clients to review their current and future design needs. Performs other duties as required. Provides technical guidance and training to more junior staff. Mentors more junior staff and develops them for future growth within the discipline and firm. Minimum Qualifications Bachelor's degree in Civil Engineering, Urban, Community or Regional Planning or related discipline. AICP, PTP, PE, CEP or approved certification in a related field. Or Master's degree in Civil Engineering, Urban, Community or Regional Planning or related discipline. 7 years of related experience with bachelors degree or 6 years of experience with Masters degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree. Amount of Travel Required 5% Skills and Abilities Expert knowledge of principles and methods for moving people or goods by all transportation modes, and understanding of current transportation trends/issues, including the relative costs and benefits. Solid knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Expert knowledge of the practical application of regional and community planning. This includes applying principles, techniques, procedures, models, and equipment to study and/or design of movement of people, goods and services. Excellent written and oral communication skills.
