By placing focused surface expertise within Regulatory, it reduces delays, strengthens accountability, and allows Land to remain focused on commercial strategy. What it takes to be successful in this role: Success in this role requires strong experience navigating urban oil and gas surface and regulatory complexity, combined with the ability to drive clear ownership, stakeholder coordination, and timely execution. The ideal candidate brings sound judgment, attention to detail, and the ability to collaborate effectively across Regulatory, Land, and external stakeholders while managing high-value projects. Summary The Regulatory Land Use Specialist provides dedicated surface land support for complex, time?sensitive upstream oil and gas projects in urban and regulated environments. The role manages regulatory?critical surface matters such as surface siting, access, easements, ROWs, and informed consent, working closely with Regulatory, Land, and project teams to support timely and compliant execution. Job Responsibilities and Essential Functions- Serve as the dedicated contact for surface land matters for urban and complex project matters on assigned high?value, time?sensitive, and regulatory?critical projects.
- Manage execution of surface siting, Surface Use Agreements (SUAs), access planning, easement siting, and pipeline ROW activities required to support regulatory approvals and project schedules.
- Coordinate informed consent processes, including stakeholder outreach, documentation, and alignment for locations with increased regulatory and community sensitivity (including Residential Building Units within 2,000 feet) for urban and complex projects.
- Serve as a surface land liaison on assigned urban and complex projects with regulatory agencies, local governments, landowners, and internal project teams to support permitting and approval processes.
- Support and participate in DIC meetings, CPW onsite consultations, ECMC coordination, and other regulatory or stakeholder engagement activities related to surface impacts on assigned urban and complex projects.
- Collaborate closely with the Surface Land team to ensure alignment on landowner communications, Surface Use Agreements (SUAs), easements, ROW strategy, and execution plans.
- Ensure surface?related regulatory inputs, timelines, risks, and dependencies are clearly identified, documented, and managed on the regulatory critical path.
- Support urban redevelopment and re?entry projects requiring specialized surface and regulatory coordination.
- Maintain clear and accurate documentation and communication for assigned surface land activities to support consistent and accountable execution. Core Competencies

- 5+ years of experience in upstream oil and gas surface land use, regulatory coordination, or land management, with a strong emphasis on urban development projects.
- Bachelor's degree in Land Management, Business, Environmental Studies, Planning, Engineering, or a related field.
- Experience in Adams County and similar urban operating environments, with working knowledge of ECMC requirements and local government regulations related to surface siting, easement siting, pipeline right?of?way, access, informed consent, and urban oil and gas operations. Other Requirements

- Ability to legally work in the US without sponsorship Additional Information Compensation Our cash compensation amount for this role is targeted at $95,200-152,300 annually in this location.
