Job Description

DIVISION
Office of the Chief Court Administrator
CLASS DEFINITION
This class is accountable for independently performing a full range of tasks in planning, coordinating, monitoring, and evaluating agency/division programs and operations.
SUPERVISION RECEIVED
Works under the limited supervision of an employee of higher grade.
SUPERVISION EXERCISED
May supervise lower level staff as assigned.
EXAMPLES OF DUTIES
Initiates and conducts studies and analyses for the formation and revision of policies, organizational structures, operations, procedures, methods, standards, or application of electronic data processing systems; provides consultation to administrative officials on management problems, formulation and application of policies, and improvement of interrelated administrative and operating procedures; evaluates existing and proposed administrative policies, practices, techniques, procedures, and systems based on agency/division goals, and designs new integrated systems of operations; designs methods and forms for data collection; collects, analyzes, and interprets complex statistical and narrative data; coordinates installation of new procedures and systems of considerable or widespread impact, ensures internal consistency, and monitors for effectiveness; plans and develops new programs and related procedures and forms; acts as liaison with other operating units, agencies, and outside officials regarding programs and plans; drafts regulations relating to programs and plans; monitors and analyzes legislation affecting programs and plans; prepares comprehensive reports, recommendations, correspondence, and manuals; may develop budget data; conducts field or site visits as necessary; conducts special studies as directed; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of and ability to apply the principles and practices of business and public administration with emphasis on effective organization, administration, and management; considerable knowledge of the principles and practices of planning, policy analysis, and organizational analysis; considerable knowledge of research and statistical methods and techniques; knowledge of current office methods and procedures; knowledge of data processing techniques and their uses within an organization; knowledge of governmental fiscal and budgetary practices; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret and evaluate research data; ability to utilize automated information systems.
EXPERIENCE AND TRAINING
General Experience:
Seven (7) years of experience in governmental or regional planning, research and policy analysis, methods and procedures analysis, organizational analysis, or a related field. A Court Planner I may be advanced to the position of Court Planner II after a minimum of two (2) years of successful service as a Court Planner I upon a finding by the Director that the incumbent not only has performed satisfactorily in the current position, but also has demonstrated the additional knowledge, expertise, initiative, and leadership potential desired of an incumbent in a higher job class.
Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 2) A Master's degree in a related field may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENT
Incumbents may be required to travel in the course of their daily work.
