Job Description
In accordance with the Merit System Rules and Regulations, an eligible list, which will be valid for a one-year period, and which will be used to fill vacancies during that period, is being established for this classification. Applicants on the eligible list will be certified in accordance with the Merit System and appropriate union contracts. EXAMINATION PROCESS
: The examination process for this posting may include an evaluation of training and experience, a written examination, a computerized exam, an oral board interview examination, a performance examination or any combination of the above in order to qualify applicants for placement on the eligible list. The eligible list will be used to fill vacancies that occur within the next year. The appropriate number of names on the eligible list as prescribed by Merit System Section 26.03.505 will be certified to the hiring department for consideration to fill the vacant position(s). New employees are generally hired at the starting salary and may be eligible for merit increases each year upon receipt of a satisfactory performance evaluation, up to the maximum salary. : Manages, directs, and coordinates the delivery of Land Use Department services, specifically within the Engineering Division - Inspection Section , to internal and external customers; does related work as required.DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs a variety of managerial, administrative, supervisory, and technical work as required to deliver the highest quality of Land Use services to external and internal customers. Land Use services are varied and include customer relations and assistance, case management, property maintenance abatement, complaints resolution, inquiries/requests for information, policies and procedures, identifying, recommending and implementing technology and process improvements, site inspection oversight, and program management. This employee must have the technical knowledge of the functions of the department as well as excellent management skills. In addition, this employee exercises judgment and works with considerable independence of action in interpreting and applying laws, regulations, policies, and procedures. This employee works under the general direction of a Land Use Administrator or Division Manager .EXAMPLES OF WORK
: (Illustrative only) Assists in the direction and management of the delivery of all services provided by the Department of Land Use; Promotes an ongoing attitude of dedication to excellent public service and ensures that external and internal customers are provided with the highest quality of service; Works across department, division, and agency lines in solving problems and issues; Troubleshoots issue and problems and brings resolution within a timely manner; Identifies opportunities for efficiency improvements, develops and implements related procedures; Manages and oversees the sediment and stormwater inspections and Staff Engineer functions within the Department of Land Use; Manages and oversees case management for the department; Oversees the Land Use Engineering Division's site inspection program to ensure fulfillment of the Delaware Sediment and Stormwater Program's delegation of site construction responsibilities; Manages department programs such as Civil Penalty, Problem Property, Vacant Property and Rental Code; Supervises staff, makes work assignments, approves leave requests and evaluates performance; Develops procedures and standards for consistency within the department; Ensures site inspection staff are certified with the DNREC for site construction review and properly equipped to perform their site inspection responsibilities ; Represents the Engineering Division in the turnover of open space for residential subdivisions; Reviews stormwater management as-built documents for completeness and accuracy; Operates a personal computer and other related equipment in the course of the work.REQUIRED KNOWLEDGE. SKILLS AN ABILITIES
Good knowledge of the principles and practices of management and of the services provided by the Department of Land Use; good knowledge and understanding of the laws, regulations and procedures relating to the Department of Land Use, and more specifically those related to stormwater management and erosion & sediment control, and the software to perform these functions; ability to make sound decisions in accordance with laws, ordinances, policies, and procedures; ability to recognize and implement operational efficiencies; ability to manage various land use programs; ability to establish quality control programs to ensure excellent customer service; ability to plan, coordinate, supervise, and evaluate the work of technical and support staff; ability to establish and maintain effective working relationships with outside agencies, legal representatives, professionals, the general public and other employees; ability to conduct research and to prepare related reports; willingness to perform a variety of assigned tasks to ensure that internal and external customers are provided with the highest quality of service.MINIMUM QUALIFICATIONS
At least three (3 )years of supervisory experience in customer service work in a local government, state or regional land use office, and possession of a Bachelor's Degree from an accredited college or university with major course work in business administration, public administration, civil engineering, or related field; or an equivalent combination of experience, education or training directly related to the required knowledge, skills and abilities.ADDITIONALREQUIREM E NTS
: Must pass a Class Ill County physical examination and background check . Credentialed as a Certified Construction Reviewer with the DNREC Sediment and Stormwater Program, or ability, satisfactory to management, to obtain the required certification within six (6)months of hire or promotion.
