LAND DEVELOPMENT DIVISION - DEVELOPMENT COORDINATOR II PG 12 NON-EXEMPT

MAJOR FUNCTION
To provide administrative coordination of land development projects submitted to the county for review and approval. This position is responsible for conducting operations and procedures related to the development review process, as established in the County's Comprehensive Plan, Land Development Code, Utility Code, and other land use ordinances.
ILLUSTRATIVE DUTIES
Manages and tracks development projects through programs and software used by the Office of Planning and Development, such as the GIS Dataviewer, Accela, DigEplan, and Utilities Simplify i3, such as the Polk County Utilities Management Database and the Capacity Management System database. Coordinates post-approval activities to ensure all local and state permits are issued prior to construction activities. Schedules and/or attends pre-construction or other development-related meetings, upon request. Processes temporary water meter requests. Coordinates with inspectors to finalize projects upon completion of site work. Coordinates with Building and Codes Division and Polk County Utilities Division to reconcile draft and final utility connection fees. Performs digital imaging activities of land development related documents, including plans, applications, and records. Accesses project records and digital documents to assist internal and external customers. Calculates and collects fees. Prepares Development Review Committee (DRC) and lay board agendas and case packets, in both written and electronic formats. Posts agendas and other development-related documents on the County's webpage. Prepares items and provides back-up materials for the Board of County Commission and/or Planning Commission electronic agendas. Prepares public notices, to include legal advertisements, property posting signs, and property owner letters, in accordance with county procedures and state laws. Generates status reports and prepares memorandums and other correspondence. Gathers information for public records requests. Communicates with other county divisions, state and other local regulatory agencies, developers, engineers, property owners, and general public. Advises the public of required development review procedures and general information on regulations, rules, and laws applicable to proposed development plans.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of local government development review processes. Ability to read site construction plans, design drawings, record drawings, plats, performance bonds, letters of credit, land use maps, aerial photographs, and related maps. Ability to perform mathematical tasks, including square footage and fee calculations. Ability to participate on team assignments. Ability to work independently on projects and adhere to prescribed routines and practices. Ability to communicate effectively both verbally and in writing. Ability to use personal computers and related office equipment. Ability to create and manipulate spreadsheets. Must have the ability to see, write, and perform data entry keying efforts.
MINIMUM QUALIFICATIONS
Graduate of an accredited two (2) year college or university with an Associate's degree in business, management, public administration, engineering technology, computer science, or other related field and have at least two (2) years' of progressively responsible experience in development review coordination, construction management, engineering technology, or water/wastewater utilities administration. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. A comparable amount of related training and experience may be substituted for the minimum qualifications. SPECIAL REQUIREMENTS
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens. Two Years College
