Job Description

RESTRICTED TO CITY OF MIAMI EMPLOYEES ONLY
This is advanced professional planning and supervisory work for the Urban Design Division in the Department of Planning. Work involves a variety of analytical and supervisory tasks related to Urban Design. The incumbent works with independent judgment in the application of professional planning techniques and principles in routine as well as unusual planning problems. The work requires the exercise of judgment in determining courses of action for the development and presentation of material. This position is distinguished from that of the Urban Design Planner by considerable professional responsibility and wide latitude of responsibility in developing objectives and goals related to urban design. Administrative direction and guidance are received from the Chief of Urban Design or higher-level administrator. Assists the Chief of Urban Design with administrative functions, including gathering planning data, preparing special reports, coordinating meeting materials, and making and maintaining necessary public contacts. Assists with managing the review of complex development projects, neighborhood and area-wide urban design plans, and proposals. Assists with coordinating special projects related to Master Planning and Streetscape design for specific neighborhood needs. Prepares reports and makes presentations to the Wynwood Design Review Committee, Urban Design Review Board, Planning, Zoning & Appeals Board, the City Commission, and the City Manager. Restructures, develops and recommends amendments to pertinent sections of the City's regulatory standards to expand and redefine the scope of review, in order to ensure sound planning and optimize urban design for major development proposals. Coordinates the activities of the planning staff with related functions of other City departments and county, state, and federal agencies. Prepares maps, sketches, plans, and designs related to the development of urban design, vision, and master plans; develops and implements procedures and techniques for gathering data necessary to the master planning process. Assists with determining and recommending the desirability for establishment, abolition, consolidation, revision and implementation of ordinances, rules, regulations, and capital improvement schedules as they relate to the overall development of the zoning code and comprehensive plan. Conducts technical reviews of development projects and advises applicants on permitting processes, assists the public with applications and inquiries, and reviews issues for compliance with applicable city, county, state, and federal laws. Compares studies made by outside consultants and make recommendations on public or private land use and zoning. Coordinates and reviews the preparation of maps, reports, and statistical compilations as a basis for planning in a variety of functional and geographical areas. Supervises the conduct of research and the preparation of reports on various phases of the planning program including renewal, population, social and economic characteristics, commercial and industrial trends, housing, tourism, land and building types and uses, public improvements and facilities and park, recreational and cultural facilities. Provides training and guidance to professional planners on respective work methods. Assists Chief of Urban Design with supervision of subordinate planners and support personnel. Reviews objectives, techniques of execution and resultant findings. May represent the City and the Department at various boards, City Commission, and other public meetings as necessary. May conduct field surveys and inspections. Performs other related work as required. Bachelor's degree in City, Regional or Urban Planning, Architecture, Landscape Architecture, or a closely related field and four (4) years of progressively responsible urban planning experience. OR Equivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience.
SPECIAL REQUIREMENTS
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid throughout employment. Certification(s) from the American Institute of Certified Planners (AICP), Congress for New Urbanism(CNU-A), and/or closely related professional association is highly desirable.

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
