: $42,000
  • $54,000 (based upon credentials) The salary indicated represents a base pay rate.

Minimal The Missouri Department of Economic Development's (DED) Community Development Block Grant (CDBG) Program is seeking a talented planning professional that is passionate about serving communities. The CDBG Program administers federal funding from the U.S. Department of Housing and Urban Development (HUD) to address communities needs such as improvements to community facilities and infrastructure. The CDBG program focuses on the low-to-moderate income areas to help fund a variety of projects. To receive these funds, there is an extensive planning process. In addition, there is a planning process for those that apply to receive the funds from DED. Part of the state's planning process is to create/prepare the Missouri Consolidated Plan and Action Plans which outlines the CDBG program (and other partner programs) and identifies how funding will be distributed. DED is the designated lead agency for this process. Responsibilities
  • What you'll do In this role, you will assist in preparing the State Consolidated Plan and Annual Action Plans.
These Plans include permissible activities and methods of distribution for funds. You will also help prepare other Plans as connected to project development, including but not limited to the Language Assistance Plan and Citizen Participation Plan. This may include light travel and engaging in public outreach activities. Other duties may include drafting documents, attending/planning and/or holding outreach opportunities, preparing/analyzing surveys, and/or assisting with other public participation activities. A key part of this role is providing targeted technical assistance to communities interested in accessing CDBG funding. You will be responsible for providing planning expertise for the CDBG team's planning activities and support CDBG project development. Not only will you help create/prepare/publish the applications, policy and guidelines, as well as other planning documents, you will act as a grant application manager and facilitator of the Application Review Committee for the program. Duties including (but are not limited to): Application development in partnership with applicants Application distribution and collection Application review for award compliance Application presentation to Application Review Committee Managing applications through rating process, decision requests, funding approvals and other related steps in the application process. Working collaboratively with external stakeholders and agencies, you will also help develop and facilitate training activities including preparing and presenting training for application processes and cycles. As part of project development, you will attend the Missouri Water and Wastewater Review Committee (MWWRC) meetings, work with the other MWWRC partners as necessary and assist with helping communities access CDBG funds. This role is critical to ensuring that CDBG funds can effectively address pressing community development needs across the State. You will be a part of a team that is responsible for ensuring that the State of Missouri has a HUD-compliant, yet flexible planning platform that enables grants to be expended in a data-driven and stakeholder-responsive manner. This will include the need to cross train in other areas of the team. Qualifications

Required Qualifications:
Bachelor's degree with an emphasis in Planning, Public Administration, Business Administration, Community or Economic Development, Economics, Education, Statistical Analysis, or a closely related field. Professional experience in these areas may substitute for education on a year for year basis.
Preferred Qualifications:
Technical writing experience Planning experience Federal grant management experience, especially prior CDBG experience, including successful working relationships with federal funding agencies and grant recipients/sub recipients Excellent verbal and written communications skills Ability to multi-task in a highly visible, fast-paced, and detail-oriented role Understanding or willingness to learn in detail about applicable Federal and State regulations and policies Experience analyzing and interpreting data for use in planning and decision-making Attention to detail and ability to coordinate with multiple stakeholders during concurrent processes Proficiency and passion for operational excellence and continuous improvement. Familiarity with and experience implementing Lean/Six Sigma concepts strongly preferred. Ideal candidate would be open to further developing these skills.
