Job Description

Join our Planning and Community Development team as a Planner and play an integral role in shaping the future of our community. This position is responsible for supporting a variety of planning programs, services, and functions, including assisting with project coordination and departmental initiatives. The Planner provides administrative and technical support to the Planning Board and other committees, prepares reports, and performs related duties as assigned. Work is performed under the general direction of the Planning and Community Development Director. Coordinate and facilitate collaborative efforts related to affordable housing, transportation, cycling, ordinance revisions, small area plans, and community development. Prepares short and long-range plans, conducts current development plan review, administers grant projects and manages public participation. Administers and enforces planning regulation. Provides staff support for the Transylvania County Planning Board, Joint Historic Preservation Commission, and Transportation Advisory Committee and other commissions and councils. Assists in developing ordinance amendments and new ordinances. Supports ordinance revisions to meet state and federal regulations. Research and follow-up on active comprehensive plan; arranges training opportunities and research planning questions. Conducts special planning and economic development studies and programs. Submit applications and administer various programs. Supervise interns and provide guidance for their work on current planning projects. Communicates ongoing activities, ordinances, and planning processes with landowners, elected officials, business owners, staff, and others, to promote public engagement and understanding of regulations. Networks with other professionals, stakeholders and agencies during planning and implementation efforts. Authors plans, letters, agendas, meeting minutes, reports, memorandum, and correspondence. Performs other related duties as assigned. Knowledge of land development and zoning activities and their relation to planning. Knowledge of zoning and code enforcement practices. Ability to read and interpret blueprints, site plans and architectural designs. Ability to gather and interpret technical and statistical information and prepare technical reports. Ability to establish and maintain effective working relationships with County officials, contractors, architects, land developers, associates and the general public. Physical Demands This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work frequently requires sitting and speaking or hearing and occasionally requires walking, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities. Work Environment Work occasionally requires exposure to outdoor weather conditions; work is generally in amoderately noisy location (e.g. business office, light traffic). Minimum Education & Experience Required Bachelor's Degree from an accredited college or university. Preference to applicants with a degree focus in planning or a related field such as public management, business administration. Minimum of (1) year of experience in project management or working with government and public officials.

Valid North Carolina Driver's License Successful completion of SBI background check with required fingerprinting by Sheriff Office.
