Job Description
JOB SUMMARY
/Assessing & Land Use Coordinator reports directly to the Town Administrator. The Assessing Coordinator will oversee activities and projects of the two land use boards and the Building Department. Responsible for complex duties in the preparation and maintenance of assessing records. Ensure compliance with all local policies and procedures, laws, and regulations. Provide clerical support to the Assessor, including processing exemptions, abatements, deed changes, intents to cut and excavate, and current use applications.Duties/Responsibilities:
The duties include, but are not limited to, the following:Executive Duties:
- Answering the main phone line for all departments.
- Preparing municipal legal documents, ensuring the recording of necessary legal documents with the Registry of Deeds.
- Website postings.
- Other tasks as assigned.
Assessing Duties:
- Respond to general inquiries regarding map and lot numbers, assessments, and zoning made over the telephone and in person. Route questions as appropriate to the Town Administrator or the Assessor.
- Maintain and update the assessing database for changes in valuation, exemption status, ownership, and address.
- Process new Current Use paperwork and maintain a listing of Current Use properties. When a property is removed from Current Use, create the warrant for the Land Use Change Tax.
- Process paperwork for exemptions, tax credits, and abatements according to state mandated deadlines.
- Process Timber and Gravel Intents and Reports. Send completed forms to the Department of Revenue Administration and generate paperwork to bill for applicable Timber/Gravel taxes
- Send annual septic pumping notification letters to properties in the Watershed District. Track which properties have completed pumping.
- Read and interpret deeds and titles. File copies of the deeds in the property record files.
- Regularly communicate with community members about their property records and paperwork status.
- Work with the NH Division of Emergency Services and Communications to assign E9-1-1 addresses as needed.
- Prepare the Tax Warrant twice annually.
- Maintain records with a high attention to detail.
- Knowledge of or the ability to learn assessment practices, municipal operations, State laws and regulations governing taxes, exemptions and assessments.
Land Use & Building Department Support:
- Intake, process, and collect fees, including escrow, for permit applications for the Building Inspector, Planning Board, and Zoning Board. To include working with the Building Inspector for approvals, tracking status, and filing the final permit in the property record files.
- Receives, files, posts and distributes meeting agendas and minutes for various town boards and committees.
- Provide support to town boards, ensuring proper meeting and statutory requirements are met. Works closely with the Chair for the planning and zoning board in preparing for meetings and follow-up on decisions and requests of these boards.
- Maintaining files for Building, Planning and Zoning.
- Prepares and submits announcements, advertisements and public notices to local newspapers.
- Prepare & post Planning Board and Zoning Board minutes.
- Ensure website materials are current for Planning Board, Zoning Board, and Building Inspector.
- Inform CNHRPC planner of applications and other materials that come into the office.
- Send abutter notices for public hearings to abutting property owners.
- Other support activities as may be needed by the Planning Board Chair, Zoning Board Chair, or Building Inspector.
Minimum Qualifications:
High School Diploma Strong organizational skills and ability to prioritize multiple tasks seamlessly with a strong attention to detail. Proficient in Microsoft Office (Outlook, Word, Excel and Power Point) Adobe Pro, and social media web platforms. Knowledge of assessment practices, maps, deeds, town layout and laws. Ability to establish an effective relationship with town officials, town departments, employees and the general public. Municipal secretarial background preferred but not required. Customer service attitude and professional demeanor is a must.WILLING TO TRAIN
Physical Requirements:
Routinely sits six or more hours per day, frequently lifts up to 10 pounds, occasionally lifts up to 25 pounds and frequent crouching and bending.Work Environment:
The work environment involves everyday risks or discomforts that require standard safety precautions typical of places such as offices, meeting and training rooms, libraries, and residences, or of commercial vehicles (e.g., safe work practices with office equipment, avoiding trips and falls, and observing fire regulations and traffic signals). The work area is adequately lighted, heated, and ventilated.Pay:
