Zoning Officer

General Description:

The position of Zoning Officer is an administrative position within Old Lycoming Township. The employee shall be responsible for all aspects of zoning, floodplain administration and property maintenance issues within the Township.

Responsibilities:

The following shall be a general description to the responsibilities of this position; this list is not all inclusive.

• Promote a positive image of Old Lycoming Township at all times.
• Assist residents through the information about the Ordinances and procedures of the Township.
• Administers and enforces all provisions of the International Property Maintenance Code (IPMC), Zoning Ordinance, and Subdivision and Land Development Ordinance.
• Township appointed Floodplain Administrator.
• Issue Zoning Permits and make required investigations and inspections.
• Implement policies and changes as directed by the Board of Supervisors and Manager.
• Report regularly to the Manager on all aspects of the Zoning Department.
• Assist residents with issues by resolving them or by referring them to the proper Township Official.
• Review all Land Development and Subdivision Plans and Applications for compliance with the Township requirements.
• Prepare materials and setup meeting for Planning Commission.
• Present subdivision and land development plans to Planning Commission.
• Present report of Permit activity to Planning Commission.
• Analyze land use proposals to determine compliance with pertinent State, County and Municipal plans, laws and regulations.
• Makes presentations to the Board of Supervisors concerning the Zoning Department.
• Acts as liaison between the Township Board of Supervisors, Land developers and other applicants. Communicates the Board's decisions to the applicants, developers, agents and appropriate officials.
• Maintains files for Zoning Department.
• Performs field inspections of all new use occupancies in Old Lycoming Township.
• Prepares all required legal notices in connection with Zoning Department.
• Notifies all applicants in writing concerning approvals and denials.
• Issues Certificates of Non-conformance
• Assists to maintain the Township's flood mapping and assists residents in making determinations on where a property lies in relation to flood plain and regulations.
• Maintains accurate files on all Zoning Permits.
• Investigates complaints from residents.
• Conducts monthly drive-by inspections of Township Properties.
• Process requests for hearings before the Zoning Hearing Board and Board of Supervisors
• Inform the Zoning Hearing Board members, on any hearings that are scheduled.
• Arrange for stenographer, solicitor to attend Zoning Hearings.
• Advertise Public Hearings.
• Post properties affected by Zoning Hearings.
• Prepare materials and setup meeting for Zoning Hearing.
• Mail Zoning Board's written decision to interested parties within prescribed timeframe.
• Record decision in Journal and maintain files of Zoning Hearings.
• Issue written enforcement notices if there is a violation.
• Institute civil enforcement proceedings with District Justice.

Pay:

$22.00 - $32.00 per hour
