School Counseling 9 to 12 JOB SUMMARY Coordinates the implementation and evaluation of the 9-12 school counseling program for the school system, based on the American School Counselor Association (ASCA) National Framework. Provides and coordinates professional development, strategic feedback, and coaching to professional school counselors, to ensure effective management, implementation, coordination, and evaluation of comprehensive school counseling programs in schools. As an assertive student advocate, educational leader, and effective team member, promotes conditions and creates opportunities that ensure educational equity, access, and academic success for all students. Serves on multiple leadership teams within the organization and among community groups to support a comprehensive school counseling program that ensures students' social, emotional, and academic needs are met through a structured and data-driven program.ESSENTIAL DUTIES/RESPONSIBILITIES
Supervises and evaluates school counseling specialists and secretarial staff. Observes school counselors and provides support to school principals in the rating and evaluation of schools counselors at the request of the school principal. Provides leadership for school-based school counselors to ensure delivery of a comprehensive, data-driven school counseling program that supports all learners through comprehensive site visits, participation in departmental meetings, and informal school visits. Facilitates on-going data analysis and monitors progress toward established immediate and long-range goals to ensure the school counseling program has a measurable impact on the system and school level goals. Plans and coordinates professional development that facilitates the strategic use of data, research, current evidence-based practices, and compliance with ethical standards and Maryland State Department of Education (MSDE) and COMAR regulations, including targeted support for new school counselors, school counseling department chairpersons, and school counselors identified as in need of assistance by the school principal or Director of Student Services. Contributes to the profession through participation in appropriate professional organizations and educational agencies, including meetings sponsored by MSDE. Prepares and manages the annual budget for the school counseling program and develops proposals for projects for external funding. Consults with the Department of Human Resources to coordinate and manage the screening and hiring of school counselors and consults and participates as necessary in the resolution of issues related to the performance of school counselors. Collaborates and consults with other AACPS department members, and participates on district-level committees that support College and Career Readiness (CCR), student success, and implementation of the Blueprint for Maryland's Future. Partners with the Office of Advanced Studies to support high school students enrolled in a Program of Choice. Partners with community members, agencies, post-secondary institutions, and business partners to create, enhance, and extend educational and career options for students, including opportunities that strengthen College and Career Readiness (CCR) and support the priorities of the Blueprint for Maryland's Future. Collaborates with Anne Arundel Community College as the liaison to support students who are dually enrolled. Acts as the AACPS liaison to ensure that high school students graduate with the proper graduation requirements. Performs other related duties as assigned within the same classification or lower.MINIMUM QUALIFICATIONS

Education Master's Degree in School Counseling from a regionally accredited college or university required. Experience Four (4) years relevant successful experience as a school counselor or in some related counseling capacity required. Knowledge, Skills, Abilities and Other Characteristics Knowledge of school organization and administration with special emphasis on the implementation of a comprehensive, developmental school counseling program as defined by the ASCA National Framework. Knowledge of current trends and research in field of school counseling. Ability to speak and write effectively. Ability to coordinate the work of others. Ability to deal effectively with students, staff, and the public. Demonstrates strong technical skills. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred). Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment. Hold or be eligible for Supervisor of Instruction, Assistant Principal, and Principal licensure issued by Maryland State Department of Education (MSDE) required; and Hold or be eligible for School Counselor certificate/license issued by Maryland State Department of Education (MSDE) required. Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and Daily access to reliable transportation.
