Job incumbent provides quality substance use services to youth, adults and families including screening, substance use assessment, individual and group counseling, outreach, continued care, follow-up and referrals. Incumbent will also engage in development and implementation of prevention/education presentations and activities both locally and in village communities. Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties:

Under the direct supervision of the Clinical Supervisor-Addictions, job incumbent: 1. Provides client services including individual and group counseling, screening, relapse prevention, continuing care, discharge planning, and follow-up. 2. Provide substance use assessments utilizing ASAM (American Society of Addiction Medicine) Criteria. 3. Develop a treatment plan for each individual served, in partnership with the client, supervising clinician, and other team members as appropriate. Ensures and monitors implementation of treatment plan. 4. Provides interagency coordination including working with schools, the court system, and other local entities. 5. Complete administrative and clinical documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid and other regulatory agencies. 6. Organizes and facilitates community outreach regarding behavioral health services, addictions education, relapse prevention, and other relevant topics. 7. Provide culturally appropriate modes of service (i.e. Talking Circles, etc.) as appropriate. 8. Participates in quality management activities as assigned. 9. Attends required training; works toward becoming a Qualified Addictions Professional as part of the Professional Development Plan.

Other Responsibilities:

1. Maintain close collaboration with Psychiatry, Outpatient Mental Health, Health Services, and social support service organizations. 2. Performs other job related duties as assigned.

Minimum Qualifications Minimum Qualifications:

1. High School diploma or GED equivalent. 2. At least two years experience in Alcohol/Substance abuse field 3. Must be certified as a Chemical Dependency Counselor I. 4. Must be drug/alcohol free for two years. 5. Must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention. 6. Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills, and Abilities:

1. Strong computer skills using electronic health records, scheduling systems, and Microsoft Office applications. 2. Strong verbal and interpersonal communication skills. 3. Knowledge and tolerance for individual differences and ability to listen and respond on a professional level. 4. Must be sensitive to cultural differences, maintains ethical standards, seeks supervisory review and guidance, participate in required continued learning opportunities. 5. Ability to cooperate and work with other agencies and court system. 6. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

Supervision:

This position has no supervision responsibilities.

Supervision Physical Demands:

Village travel will be required to meet clinical need. May be exposed to certain conditions including, but not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposure to adverse weather conditions. Job incumbent must be able to physically travel by air and vehicle. Incumbent must be able to lift and carry up to fifty pounds. Job incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment.

The job has high contact with people, which makes communication and interpersonal skills important. Ability to maintain confidentiality is very important to this position.
