DEFINITION
Under the direction of the assigned Back 2 Work (B2W) Regional Manager or designee, the Program and Training Specialist is responsible for supporting the success of program participants through a combination of program coordination, training delivery, and day-to-day operational oversight. The Program and Training Specialist provides instruction in safety and workforce readiness while also ensuring that all program activities within assigned counties align with contractual obligations and program goals. The Program and Training Specialist works closely with Caltrans maintenance, program funders, subcontractors, and Community-Based Organizations (CBOs) to ensure compliance, outreach, and participant support. This position blends instructional duties with logistical and technical responsibilities, creating a seamless training and support environment for participants.
EXAMPLE OF DUTIES
[May include, but are not limited to, the following]: 1. Provide ongoing support to program participants, connecting them with resources and services needed for success during and after the B2W program 2. Ensure subcontractors are tracking and monitoring participant progress, and that they are providing appropriate mentoring and guidance to help participants overcome barriers to program completion 3. Regularly meets with subcontractors and funders to ensure successful program delivery 4. Collaborate with CBOs to ensure referral processes and service delivery are streamlined and effective 5. Build and maintain partnerships to expand resources available to participants with barriers to employment 6. Build and maintain partnerships with employers, training providers, and community organizations to support workforce alignment and participant job placement 7. Represent B2W at outreach events, job fairs, and networking activities to increase visibility and strengthen community engagement 8. Oversee the communications strategy, including but not limited to content creation, media outreach, and maintaining brand consistency across all platforms 9. Understand and respond to the diverse academic, socio-economic, cultural, and ethnic backgrounds of program participants 10. Utilize Salesforce and other department tracking systems to maintain accurate records of participant progress, training activities, and community outreach and communication efforts 11. Provide in-person, virtual, and mobile training in OSHA safety standards, Hazardous Waste Operations and Emergency Response (HAZWOPER), CPR/First Aid, and job-readiness topics 12. Develop, update, and deliver training materials including lesson plans, handouts, presentations, and assessments 13. Maintain required trainer certifications and ensure full compliance with industry training standards 14. Create and manage classroom and course content using a Learning Management System (LMS) 15. Track training, attendance, issue certifications, and complete all documentation and reporting requirements 16. Support training logistics, including classroom setup, equipment transport, and material preparation 17. Ensure all participants and crews are operating within the scope of work, following contractual guidelines and operational protocols 18. Work closely with funders, subcontractors, and other stakeholders to ensure programs are fully aligned with scopes of work and performance expectations 19. Review contracts, reports, and activities to maintain contractual compliance and contribute to continuous improvement 20. Collect, review, and utilize data to support program outcomes, inform decision-making, and enhance future funding opportunities 21. Prepare regular reports on program successes, challenges, and areas for growth 22. Support grant development through research, writing, and documentation preparation 23. Coordinate logistics for field and classroom readiness by monitoring inventory levels of personal protective equipment, tools, and training materials, and preparing necessary supplies in advance. 24. Collaborate with B2W staff to enhance workflows, Standard Operating Procedures, and overall service delivery 25. Maintain professional and technical knowledge by attending workshops, reviewing publications, participating in professional networks, and engaging with workforce development initiatives
QUALIFICATIONS
Knowledge of:
1. Principles and practices of workforce training, career readiness, and adult education 2. Goals, functions, regulations, and guidelines of the B2W program and Butte County Office of Education policies 3. Career guidance, assessment, and placement strategies 4. Digital tool sets such as Microsoft Office, Google Workspace, Learning Management System platforms, Canva for content creation, and Salesforce for data management and reporting5. Local, regional, and statewide labor market trends and workforce needs 6. Strong organizational and time management skills Ability to: . Survey, assess, and provide services for individuals with barriers to employment 2. Utilize techniques for training, mentoring, program monitoring, and improvement 3. Provide strong interpersonal and communication skills to work with funding agencies, subcontractors, CBOs, and diverse populations 4. Operate instructional and office equipment 5. Analyze data and prepare timely and accurate reports 6. Maintain confidentiality, professionalism, and credibility in all interactions 7. Travel to assigned worksites and adapt to flexible work environments 8. Work independently and collaboratively
Education and Experience:
1. High School Diploma or equivalent 2. Experience in safety instruction, workforce development, or adult education 3. Demonstrated experience working with diverse populations and individuals with employment barriers 4. Required to obtain within five and a half months (5.5) from the date of hire: a) CPR, First Aid, and AED Instructor certification 5.
Preferred Qualifications:
a) Associate's or Bachelor's Degree in education, safety, or workforce development b) OSHA Authorized Outreach Trainer card c)
HAZWOPER
Train-the-Trainer card
