Job Description

This is a Request for Proposal (RFP). The RFP can be found at https://mwwc.org/rfp-rfq with instructions/qualifications and timeline when the RFP will be due. Bidders must select one geographic service area to serve under this agreement. Each service area includes a defined group of counties (or supervision type) and requires dedicated coverage across that area. The available service areas are as follows: Kent County - Parole Kent County - Probation / Allegan County Parole & Probation Barry, Ionia, and Montcalm Counties Parole & Probation Muskegon and Ottawa Counties Parole & Probation Lake, Mason, Mecosta, Newaygo, Oceana, and Osceola Counties Parole & Probation Each selected service area will be awarded one contract. Providers are expected to deliver consistent, accessible services throughout the entire assigned service area and coordinate with parole/probation agents and community partners as applicable. Job Summary The Economic Stability Services Provider supports justice-involved individuals participating in the Region 4 Offender Success (OS) Reentry Program by delivering employment-focused services that lead to sustainable employment and long-term economic stability. This role works closely with Michigan Works! West Central, parole/probation agents, and community partners to assess participant needs, develop individualized employment plans, and provide job readiness, job placement, education, and retention services across designated counties. Responsibilities Assess participant needs and develop individualized economic stability plans focused on employment outcomes. Deliver job readiness services including resume development, interview preparation, job applications, and soft skills training. Provide job search and placement support, including connecting participants to employment opportunities that meet program wage and hour requirements. Conduct vocational assessments and utilize MDOC Workforce Development tools to guide service planning. Support participants in accessing education and training opportunities, including career/technical education, post-secondary programs, and financial aid. Develop and maintain relationships with employers; promote hiring of participants and provide follow-up to support job retention. Provide ongoing retention services and verify participant employment monthly for up to 12 months. Collaborate with parole agents, community coordinators, and partner agencies to ensure coordinated service delivery. Document services, maintain case notes, and submit invoices, vouchers, and required reports within established timelines. Track and enter program data in required systems (e.g., Monday.com) within specified timeframes. Meet or exceed established performance benchmarks for job placement and employment retention. Requirements Experience in workforce development, employment services, case management, or reentry programming Ability to work effectively with justice-involved individuals and support successful workforce reintegration Strong knowledge of job readiness, job placement, and employer engagement strategies Ability to build partnerships with employers, community organizations, and corrections personnel Strong communication and documentation skills, including timely and accurate reporting Ability to manage multiple participants and meet performance expectations and deadlines Willingness to comply with all Michigan Works! West Central and MDOC policies, procedures, and training requirements. Successful completion of background checks (ICHAT) and MDOC approval prior to working with participants. Ability to maintain confidentiality and comply with all applicable laws and nondiscrimination requirements.
