Job Description

Job Summary:
The Tribal Employment Specialist will assist Confederated Tribes of the Umatilla Indian Reservation (CTUIR) member applicants in preparing their cover letters, resumes and/or developing their interpersonal skills to become interview ready for open positions at Yellowhawk Tribal Health Center. This position is also responsible to assist in recruiting for and development of the intern program. The incumbent will be cross trained in other positions within Human Resources to assist in activities such as new hire orientation, employee relations, customer service training, performance coaching and counseling, interview skills, conflict resolution, etc. All duties and responsibilities will be performed in accordance with the Yellowhawk Mission and Vision statements.
Essential Job Functions:
1. Ensures exceptional customer service and satisfaction with external and internal customers through courteous, prompt, respectful and friendly service. 2. Develops and maintains a rapport with CTUIR member applicants and Yellowhawk employees to promote open and interactive communication. 3. Work closely with the Staff Recruiter to encourage CTUIR members to apply for open Yellowhawk positions related to their career interest and skillset. 4. Works closely with the Staff Recruiter in reviewing CTUIR member application packets to ensure completeness and provide guidance to the applicant to improve their opportunities for hire. Guidance may include, assisting with job/career interests and skills, personal inventory assessments, application for interview tips, and other activities to help improve CTUIR member opportunities and success rates in seeking employment. 5. Conduct monthly orientation check-ins with CTUIR member new hire and transfer employees. 6. Works closely with Yellowhawk management to assess, evaluate and recommend training and professional development for CTUIR member employees that support the goals and operational needs of the business. 7. Assists with development and facilitation of internship placement opportunities within Yellowhawk, targeting higher education students majoring in fields related to Yellowhawk operations. 8. Monitors training plans for current interns to ensure accordance with timelines and training objectives. 9. Oversees the Yellowhawk Scholarship application and award process. 10. Reviews performance correction notices and performance appraisals for policy adherence and clarity, and approach departments as needed to assist in employee retention. 11. Participation and development of tribal member workforce by assisting with Career Development Plans. 12. Works closely with the Training & Development Manager to track Yellowhawk training information, including a training calendar, tracking training attendance records, entering training into appropriate platforms, and forwarding training copies to the employees personnel file. 13. Develops and maintains a tracking log of activities with CTUIR member candidates and employees. 14. Develops and maintains a professional working relationship with educational, training or workforce development agencies. 15. Works with CTUIR departments in placements for summer youth, CTUIR interns, and workforce development positions at Yellowhawk. 16. Complies with regulatory laws, personnel manual, department policy and procedures, safety codes, etc. 17. Promotes a clean, safe and healthy work environment for employees and guests. Promptly reports concerns to supervisor or designee. 18. Other related duties as assigned.
Minimum Qualifications:
1. Associate's Degree in Education, Business, Communications, Human Resources or related field with 3 years progressively responsible experience related to the work of this position; OR A high school diploma/GED with 5 years of progressively responsible experience related to the work of this position. 2. Requires THRP, PHR or SPHR certification within one (1) year of placement within the position. 3. Demonstrated experience with Microsoft Office programs and/or other relevant software to meet the needs of the various programs (e.g. HRIS and/or credentialing). 4. Demonstrated ability to communicate effectively, both in writing and oral, in any situation, with peers, staff, management, local, state and federal agencies and the general public, on various topics including but not limited to policies, procedures and general operations. 5. Effective communication and interpersonal skills to easily establish a rapport with others that promote trust, engagement, and solution based dialogue. 6. Demonstrated high level organizational and planning skills. 7. Demonstrated knowledge of standard office administrative practices and procedures. 8. Demonstrated ability to manage multiple tasks at once. 9. Demonstrated experience with establishing goals, objectives, standards, and measuring performance. 10. Must possess a valid state driver's license and meet and maintain insurance requirements to operate General Services Administration vehicles. 11. Must submit to and pass a reference and criminal background check. 12. Must submit to and pass a pre-employment drug and alcohol screening.
Preferred Qualifications:
Experience and/or knowledge of history, culture and health needs of Native American communities preferred.
