This role provides culturally responsive case management, career planning, and connection to the 14 WIOA Youth Program Elements. The Career Coach works closely with schools, community partners, employers, and training providers to ensure youth have equitable access to opportunities that lead to long‑term self‑sufficiency. Key Responsibilities 1. Outreach, Recruitment & Eligibility Conduct outreach to priority youth populations, including out‑of‑school youth, youth with barriers, immigrant and bilingual youth, foster and justice‑involved youth, and youth experiencing homelessness. Screen and determine WIOA eligibility; collect and verify required documentation. Facilitate orientations, information sessions, and group presentations to youth, families, and partners. 2. Comprehensive Assessment & Individual Service Strategy (ISS) Conduct strengths‑based assessments of interests, aptitudes, academic needs, work readiness, and supportive service needs. Develop individualized ISS plans with youth, incorporating education, training, and employment goals. Update ISS regularly to reflect progress and changing needs. 3. Case Management & Supportive Services Provide ongoing, culturally responsive case management using trauma‑informed and positive youth development approaches. Connect youth to supportive services such as transportation, work clothing, childcare, mental health resources, and tutoring. Maintain regular contact to support retention, engagement, and barrier removal. 4. Career Coaching & Skill Development Deliver career exploration, labor market information, and career pathway guidance, emphasizing high‑growth sectors in Oregon. Facilitate job readiness workshops (résumés, interviewing, workplace expectations, financial literacy). Administer and interpret career assessments to guide youth toward aligned pathways. 5. Education & Training Navigation Support youth in reengaging with school, earning a diploma/GED, or enrolling in postsecondary training. Coordinate referrals to tutoring, alternative education, community colleges, and training providers. Assist with enrollment in occupational skills training, pre‑apprenticeships, and credential programs. 6. Work Experience & Employer Engagement Develop and monitor paid work experience (WEX), internships, and On‑the‑Job Training (OJT) placements. Build and maintain relationships with local employers; promote WIOA services and incentives. Conduct worksite visits to ensure safety, compliance, and youth success. Support youth in job search, placement, and job retention. 7. Performance, Documentation & Compliance Maintain accurate case notes, eligibility documentation, and service records in the state MIS system. Track progress toward WIOA performance indicators (MSG, credential attainment, placement). Prepare reports and contribute to continuous improvement efforts. Ensure compliance with federal WIOA regulations and local workforce board policies. 8. Partnerships & Community Collaboration Collaborate with schools, community‑based organizations, justice partners, DHS, mental health providers, and training institutions. Participate in community events, job fairs, and partner meetings. Represent the program in a professional, equity‑centered manner. Qualifications Required Experience working with youth or young adults, especially those facing systemic barriers. Knowledge of career development, youth engagement, and workforce development practices. Strong communication, documentation, and organizational skills. Ability to work independently and as part of a collaborative team. Valid driver's license and ability to travel within Marion County. Preferred Experience with WIOA Youth programs or similar case management roles. Bilingual English/Spanish Knowledge of Positive Youth Development Model. Familiarity with Oregon's workforce system, local labor market, and community resources. Experience with trauma‑informed care, motivational interviewing, or culturally responsive practices. Work Environment Hybrid office/community‑based work with travel to schools, partner sites, employer locations, and youth homes as needed. Occasional evening or weekend hours to meet youth and family needs. Compliance with all safety, confidentiality, and data security requirements. Collaborative team environment.
