Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Assistant in Instructional Services (Career and Technical Education) in the Career and Technical Education (CTE) Office. This office is responsible for middle and secondary-level career and technical education instructional activities, program approvals and monitoring, administration of the Perkins V Strengthening Career and Technical Education for the 21st Century Act, and civil rights reviews that ensure compliance with federal civil rights laws. Duties of this position include, but are not limited to the following: Support team associates in providing on-going leadership in sustaining a statewide professional development model that supports all learners and enhances CTE programs in New York State; Review applications for State approval of CTE programs, technical assessments, and grant funding; Serve as liaison to state and national organizations related to career and technical education policy initiatives and practices; Offer technical assistance to school personnel and other stakeholders, including the development and delivery of training materials to build teachers' content knowledge and pedagogy in CTE; Assist in Perkins grant administration activities, including State Plan development; technical assistance to the field; yearly risk assessments and monitoring plans; application and budget reviews; and on-site program reviews; Collaborate with internal offices, external CTE organizations, and NYSED contractors on CTE guidance and training projects; Administer a variety of competitive and allocational State and federal grant programs supporting increased student achievement in CTE; Analyze data and create reports to inform the development of policies and guidelines related to career and technical education; Research and prepare professional development materials, grants, contracts, proposed regulatory and policy statements, Board of Regents items, and informational materials; and Complete other duties, as directed, to foster state-wide equity in access and quality of CTE programs. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS

The qualifications are:
Candidates must possess a master's degree AND New York State permanent or professional K-12 classroom certification in Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, Technology Education or 7-12 CTE certification in Trade and Technical Education AND two years of full-time classroom teaching experience in that subject area and corresponding grade levels.
PREFERRED QUALIFICATIONS
Preference may be given to candidates who have: K-12 classroom certification in Technology Education or a 7-12 CTE certification in the subject areas of architecture and construction; manufacturing; transportation, distribution and logistics; vehicle maintenance and repair operations; and appearance enhancement, AND two years of full-time classroom teaching experience in these subject areas.
COMPETITIVE MINIMUM QUALIFICATIONS

Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications: Candidates must possess a master's degree AND New York State permanent or professional K-12 classroom certification in Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, Technology Education or 7-12 CTE certification in Trade and Technical Education AND two years of full-time classroom teaching experience in that subject area and corresponding grade levels.

Failure to maintain New York State permanent or professional certification in K-12 Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, Technology Education or 7-12 CTE certification in Trade and Technical Education and current registration will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $104,230 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
