Position Summary The Employment Consultant I provides individualized, person-centered employment support services to adults with disabilities and other barriers to employment through Peninsula Services' Vocational Rehabilitation and Community Employment Programs. This position empowers individuals to pursue meaningful career pathways, increase independence, strengthen community inclusion, and achieve successful outcomes in competitive integrated employment environments. This position assists individuals in identifying vocational goals, developing employment skills, obtaining competitive integrated employment, and maintaining long-term employment success within the community. Work is performed under general supervision in accordance with Peninsula Services policies and procedures, Washington State Department of Social and Health Services (DSHS) requirements, Kitsap County contractual requirements, accreditation standards, and applicable federal and state employment regulations. The Employment Consultant I supports Peninsula Services' mission by promoting dignity, self-determination, community inclusion, and meaningful employment opportunities for vulnerable adults and individuals with disabilities. This position requires a person-centered, strengths-based, trauma-informed, and culturally responsive approach to service delivery that recognizes the unique goals, abilities, and lived experiences of each participant. This is an hourly, non-exempt position and is not covered by any Collective Bargaining Agreement (CBA). Through individualized vocational planning, employment coaching, employer engagement, advocacy, and ongoing support services, this position contributes directly to competitive integrated employment outcomes, workforce participation, increased independence, and improved quality of life for program participants.   • Provide individualized employment services using person-centered planning principles and a strengths-based service approach.
  • Deliver high-quality, compassionate, and respectful support services that promote participant dignity, choice, independence, and self-advocacy.
  • Assist participants in identifying vocational strengths, interests, preferences, skills, and employment goals.
  • Conduct vocational assessments, discovery activities, job readiness evaluations, and community-based employment exploration activities.
  • Develop individualized employment plans and support strategies consistent with DSHS, Kitsap County, and program requirements.
  • Assist participants with resume development, interview preparation, job applications, and employment readiness training.
  • Conduct employer outreach, job development, and relationship-building activities with local businesses and community partners.
  • Support participants during job interviews, onboarding, orientation, and workplace adjustment activities as needed.
  • Provide on-the-job coaching and employment retention support in community employment settings.
  • Assist participants in developing workplace communication, interpersonal, time management, and independent employment skills.
  • Monitor participant progress toward employment goals and maintain accurate service documentation.
  • Complete required documentation, case notes, reports, billing records, and service records within required timelines.
  • Maintain confidential participant information in compliance with HIPAA, Washington privacy laws, agency policy, contractual requirements, and all applicable confidentiality standards.
  • Coordinate services with families, guardians, case managers, DSHS personnel, employers, service providers, and community agencies as appropriate.
  • Maintain professional and ethical boundaries while working with vulnerable adults and individuals with disabilities.
  • Support participant health, safety, dignity, rights, informed choice, and full community integration consistent with person-centered service principles and applicable law.
  • Identify and report suspected abuse, neglect, exploitation, or safety concerns in accordance with mandatory reporting laws and agency procedures.
  • Participate in staff meetings, case reviews, training activities, accreditation activities, and program improvement initiatives.
  • Maintain compliance with all Peninsula Services safety, confidentiality, ethics, and operational policies.
  • Operate agency vehicles or personal vehicles for approved business purposes consistent with agency policy.
  • Perform additional duties consistent with the scope and intent of the position.

  • Must be at least 18 years of age.
  • High school diploma or GED required.
  • One (1) year of experience working with individuals with disabilities, vulnerable adults, behavioral health populations, workforce development programs, human services, education, social services, or related fields preferred.
  • Associate degree in human services, social services, rehabilitation counseling, psychology, education, business, or related field preferred.
  • Equivalent combinations of education, training, certifications, and relevant experience may be considered.
  • Ability to communicate effectively both verbally and in writing.
  • Strong organizational, time management, interpersonal, and documentation skills.
  • Basic to intermediate proficiency with Microsoft Office applications, email systems, electronic documentation systems, and web-based platforms.
  • Ability to work independently and collaboratively in community and office-based environments.
  • Ability to maintain professionalism, confidentiality, and appropriate professional boundaries.
  • Valid Washington State driver's license with an acceptable driving record.
  • Reliable transportation and proof of minimum automobile insurance coverage as required by Washington State law and agency policy.
  • Ability to successfully complete required agency orientation and training requirements.
Required Background Screening and Vulnerable Adult Compliance This position works directly with vulnerable adults and individuals receiving state and county-funded services. In accordance with Washington State Department of Social and Health Services (DSHS) background check requirements, Division of Vocational Rehabilitation (DVR) program requirements, Kitsap County Developmental Disabilities contractual requirements, the Washington State Vulnerable Adults Act, and applicable federal and Washington State law, successful completion and ongoing maintenance of all required background screenings is a material condition of employment.
  • Must successfully pass all required criminal history background checks, including DSHS background authorization requirements.
  • Must remain eligible to work with vulnerable adults under Washington State law throughout employment.
  • Disqualifying criminal convictions, negative background findings, or loss of eligibility to work with vulnerable adults may result in withdrawal of a conditional employment offer, reassignment where appropriate, or termination of employment, consistent with applicable federal and Washington State law and applicable contractual requirements.
Preferred Certifications:
  • Certified Employment Support Professional (CESP) credential preferred
  • ACRE-certified employment training preferred
  • CPR/First Aid certification preferred or required within 90 days of hire
  • Additional training or certifications in supported employment, trauma-informed care, behavioral support, or vocational rehabilitation preferred Physical Requirements
  • Frequent sitting, standing, walking, bending, reaching, stooping, and keyboarding.
  • Frequent travel within Kitsap County and surrounding service areas.
  • Occasional lifting and carrying of materials weighing up to 25 pounds.
  • Ability to safely navigate community job sites, participant homes, public spaces, and employment settings.
  • Ability to operate standard office equipment, computers, and mobile communication devices.
  • Ability to respond appropriately to workplace and community-based situations involving behavioral, emotional, or environmental challenges.

Compensation and Benefits Benefits are provided in accordance with applicable federal, state, and organizational policies.
Wage Rate:
Effective Fiscal Year 2026, the hourly wage range for the Employment Consultant I classification is: $25.50 - $28.70 per hour Placement within the pay range is based upon qualifications, relevant experience, certifications, internal equity considerations, and organizational needs. This is a non-exempt hourly position eligible for overtime compensation in accordance with the Fair Labor Standards Act (FLSA) and applicable Washington State wage and hour laws.
