The incumbent assists tenants in becoming self-sufficient and economically independent, by engaging with and counseling tenants to determine the community's needs and providing useful resources and services. In addition, the incumbent is responsible for maintaining positive working relationships with local social service and provider organizations. Work assignments are received in the form of broad objectives and performance expectations with minimal direction in day-to-day operations. This position is subject to grant funding. Responsibilities and Duties The Family Self-Sufficiency Coordinator will be responsible for case management of the Family Self Sufficiency clients. Case management includes processing the initial certification of applicants of the Housing Choice Voucher program and verifying eligibility for continued occupancy. The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. Works closely with the Resident Services Director, HCVP Director and Deputy Director and Property Management to ensure that the program meets outlined goals and objectives of the FSS program. Performs extensive participant outreach and marketing to potential HCVP participants and community partners. Identifies, screens, engages, and retains eligible program applicants. Assesses participating residents' skills, job readiness, and need for supportive services. Refers program participants to internal and external partners as needed. Coordinates and provides support activities based on residents' needs and individual service plans. Coordinates and implements program activities. Establishes and maintains contacts and relationships with community partners to ensure proper program management. Develops Contracts of Participation Monitors goals and progresses. Establishes and monitors FSS escrow accounts. Serves as liaison with community partners. Effectively interacts with co-workers and the general public. Assists with networking and educational meetings/workshops and the development of resident councils when appropriate. Assists with coordination of onsite events for residents as appropriate, including workshops or trainings. Reviews service plans and performs follow-up to determine quantity and quality of service provided to residents and status of their case. Maintains accurate and up-to-date data and files on program activities. Provides reports to the Director on the status and progress of the program showing achievement. Submits required progress reports and updates of program accomplishments to date and results. Performs all other duties as assigned. Knowledge of case management processes including intake, assessment, and referral. Skills in maintaining accurate, thorough, and confidential case records in compliance with applicable programs. Knowledge of the community, its resources and dynamics applicable to the delivery of PBCHA programs in assigned areas of responsibility. Knowledge of the typical problems and needs of the PBCHA resident population. Considerable knowledge of social work and resources available through community service agencies. Skill in composing accurate and timely programmatic reports in compliance with related regulations. Skill in customer service and resident relations. Ability to represent PBCHA effectively in making presentations and conducting meetings with clients and community/public organizations. Ability to understand and follow moderately complex written and oral instructions and to communicate and relate to persons of diverse backgrounds, ages, and abilities. Ability to perform duties with a high degree of judgment, discretion, and confidentiality. Ability to work nights, weekends or non-regular hours Demonstrated skill in providing instruction on the HUD and PBCHA program requirements to potential participants. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, community partners, and local, state, and federal officials; Ability to communicate with people from a broad range of socio-economic backgrounds. Education and/or Experience Bachelor's Degree in Social Work, Human Services, Public Administration, or related field. Minimum of one (1) year of experience in public housing or managing social services or self-sufficiency programs. An equivalent combination of education and experience may be considered. Must possess a valid driver's license and be insurable under the Authority's plan. Technical Skills (MS Word, Excel, and Outlook) Ability to learn other computer software programs as required by assigned tasks.
