Housing FSS Specialist South Bend Housing Authority - 3.0 South Bend, IN Job Details Full-time $18.23 - $20.00 an hour 2 days ago Benefits Health insurance Dental insurance 401(k) Paid time off Vision insurance Qualifications Bilingual Microsoft Word Microsoft Excel Driver's License Full Job Description General Purpose The Housing FSS Specialist plans, coordinates, and delivers supportive services under the Family Self-Sufficiency (FSS) and Housing Choice Voucher (HCV) programs. This position supports participants in achieving self-sufficiency through comprehensive case management, eligibility oversight, and collaboration with community agencies. The Specialist ensures regulatory compliance, accurate data reporting, and strong community engagement. Essential Duties and Responsibilities Develop and implement strategies that support participant self-sufficiency goals. Manage a caseload of participants enrolled in the FSS and HCV programs. Conduct eligibility reviews, income calculations, annual and interim re-certifications. Accurately calculate rent and issue vouchers with minimal errors. Maintain participant files and computer data systems in audit-ready condition. Refer participants to services such as education, childcare, job training, counseling, and substance abuse treatment. Provide individual and group counseling to help overcome barriers to employment and independence. Facilitate community partnerships, support access to welfare, education, and housing-related resources. Conduct participant briefings and community outreach presentations. Monitor program goals, complete monthly reports, and track escrow accounts. Ensure accurate and timely correspondence with clients, landlords, and third parties. Monitor voucher utilization, rent reasonableness assessments, portability, and overpayment cases. Respond to and resolve participant and landlord complaints within 24 hours. Represent HASB professionally in community settings. Support participant graduation from the FSS program in alignment with Annual Plan targets. Level of Contacts Daily contact with participants, landlords, community agencies, and internal staff by phone, in person, and email. Occasional interactions with public officials, media, and oversight bodies. Regulations, Policies, and Procedures HUD Rules and Regulations Section 8 Administrative Plan Family Self-Sufficiency Action Plan HASB Policies and Procedures Local and state housing regulations Supervisory Responsibilities None Decisions Made Independently Resolution of participant or landlord complaints Referrals to supportive service providers Decisions Referred to Supervisor Escalated complaints Inquiries from media, government, or HUD Any decision setting agency precedent Qualifications Education and Experience Bachelor's degree in social work, Human Services, or related field preferred Minimum of two years' experience in direct service to low-income or public housing populations FSS certification required within 90 days of hire Master's degree in social work preferred Language Skills Ability to read, write, and interpret policies and reports Strong communication and presentation skills for small groups and community stakeholders Mathematical and Reasoning Ability Proficiency in basic math, financial computations, and statistical interpretation Ability to analyze problems, collect data, and develop action plans Certificates and Licenses Certified Public Housing Manager or ability to obtain within one year Valid driver's license and insurability under SBHA's insurance Other Skills and Qualifications Proficiency in Microsoft Word, Excel, Access, and housing software High level of professionalism, discretion, and cultural competency Ability to work independently with limited supervision and flexible hours Must maintain a working telephone Machines and Tools Used Computer systems Calculator Fax and photocopy machines Automobile Physical Demands Frequently sitting, talking, and hearing Occasionally lifting to 25 lbs., walking, standing, kneeling Requires close and color vision, depth perception, and focus adjustment Work Environment Typical office setting with occasional outdoor conditions Exposure to moderate noise, extreme heat/cold, or humid environments
