- Full-time About Aspen FMS Aspen FMS is a Minnesota-based Financial Management Services (FMS) organization supporting participants enrolled in the Department of Human Services' Community First Services and Supports (CFSS) program and the Consumer Directed Community Supports (CDCS) Budget Model.
We help participants and their families exercise employer authority by handling the financial, administrative, and compliance side of self-directed care — so they can focus on the people and supports that matter most. Position Summary The Service Coordinator is the primary point of contact for CFSS and CDCS Budget Model participants from enrollment through ongoing service delivery. This role guides participants and their representatives through the FMS enrollment process, reviews and monitors approved service plans and Community Support Plans (CSPs), ensures budget compliance with MN DHS rules, and serves as a liaison between participants, case managers, lead agencies, and Aspen's internal billing and payroll teams. The ideal candidate combines warm, patient communication with strong attention to compliance detail — comfortable explaining Medicaid program rules to a first-time participant in the morning and reconciling a budget exception with a county case manager in the afternoon. Key Responsibilities Enrollment & Onboarding Conduct intake calls with new participants, families, and representatives to explain the FMS role, employer responsibilities, and program differences between CFSS Agency-Provider, CFSS Budget Model, and CDCS Budget Model Collect, review, and process enrollment paperwork including FMS service agreements, employer of record (EOR) designation forms, IRS Forms SS-4, 2678, 8821, and Minnesota employer registration documents Coordinate background study submissions through NETStudy 2.0 for support workers Verify Medicaid eligibility, service authorizations, and span dates in MN-ITS Service Plan & Budget Management Review CSPs and CFSS service delivery plans against DHS allowable expense rules Build and maintain participant budgets in the FMS system, tracking authorized units, dollar amounts, and span periods Monitor budget utilization monthly; proactively flag under
- or over-utilization to participants and case managers Process Community Support Plan amendments and budget revisions Review and approve goods and services requests, ensuring alignment with CDCS allowable purchases and DHS policy Compliance & Documentation Maintain participant files in accordance with DHS recordkeeping requirements Ensure support worker qualifications, training documentation, and required forms are current Track and verify CFSS worker training completion and
PCA/CFSS
worker certification where applicable Document all participant interactions in the case management system Liaison & Communication Serve as primary contact for assigned caseload of participants and their representatives Coordinate with county and tribal case managers, MCO care coordinators, and lead agencies Communicate clearly with internal billing and payroll teams to ensure accurate, timely processing Respond to participant questions about timesheets, paystubs, budget balances, and allowable expenses Quality & Continuous Improvement Participate in internal audits and DHS compliance reviews Identify recurring participant questions and contribute to FAQ and training resources Support new staff onboarding as the team grows Required Qualifications Minimum 2 years of experience in one or more of the following: Minnesota
FMS, CFSS, CDCS, PCA
Choice, waivered services case management, or 245D-licensed HCBS Working knowledge of MN DHS programs: CFSS, CDCS, and the home and community-based services waivers (DD, CADI, BI, CAC, EW) Familiarity with
MN-ITS, MMIS
