Job Description

The CSEA Financial Case Manager - Team lead is responsible for the maintenance (financial adjustment) of child support cases in the State of Ohio's Support Enforcement Tracking System (SETS) computer database. In addition to superior math and computer skills, this position requires excellent reading comprehension skills as many of the support order establishments and adjustments are listed within lengthy court documents that require proper interpretation. This role also calls for a professional level of written and verbal communication, as questions and follow-up with customers, attorneys, courts, and State of Ohio Office of Child Support staff are often necessary to determine specific intent. The Financial Case Manager is also tasked with preparing financial case audits of child support cases after case maintenance and upon the request of Fairfield County CSEA colleagues. Further duties include accepting and processing child support cash and check payments both in the main office and at the Payment Drive-Thru as needed; administering payment holds, releases, transfers, and payment corrections as appropriate; handling daily child support payment deposit responsibilities as assigned; and serving as a TPOC (technical point of contact) between CSEA staff and the State of Ohio's Office of Child Support. Leadership responsibilities associated with this Team Lead role include mentorship, training assistance, participation at CSEA Department Meetings, and the knowledge and ability to provide assistance to other Finance Team members (Financial Case Manager(s) & Termination Case Manager). 40% Review legal documents to identify child support order establishment, modification, or financial change, and then maintenance those cases accordingly in the State of Ohio's SETS child support database 20% Prepare financial case audits of child support cases 10% Administer payment holds, releases, transfers, and payment corrections 10% Leadership responsibilities for members of this Finance caseload grouping within the CSEA (Financial Case Manager(s) & Termination Case Manager) include mentorship, training assistance, participation at CSEA Department Meetings, and the knowledge and ability to provide assistance to team members. 5% Accept and process support payments in the main office or the Payment Drive-Thru. 5% Prepare and/or deliver the daily child support payment deposit. 5% Serve as a TPOC (technical point of contact) between CSEA staff and the State of Ohio's Office of Child Support. 5% Other duties as assigned/ Preferred Qualifications Preference will be given to applicants with experience serving on this team as a Finance Case Manager. Minimum Qualifications Completion of two years technical training or undergraduate major core coursework in in criminology, social work, psychology or related field. - Or two years experience in performing child support functions to include conducting investigations to locate absent parents, establishment of paternity, and enforcement of child support orders. - Or one course or six months experience in interviewing techniques, one course or six months experience in business math, one course or six months experience in case preparation techniques, one course or six months experience in techniques of writing, and one course or six months experience in typing, keyboarding or word processing. Or education, training and/or experience in an amount equal to the Minimum Qualifications stated above. Unusual Working Conditions/Hazards The position does not require any unusual physical effort or exertion. As most investigations are conducted in-house, there is usually no physical danger to the employee. Irate clients and other persons contacted in the course of the investigation could present a hazard. However, serious problems occur infrequently.
