The Women's Housing Programs aim to help unhoused women and women with children find and thrive in safe, independent housing. Services are client-centered, trauma-informed, and empowerment-based. The YWCA respects residents as individuals and tailors housing plans and services to their unique needs. The YWCA serves adult female identifying individuals, as well as women and their accompanying children. The YWCA strives to promote equity and provide relevant services to individuals from all walks of life.OVERVIEW
Case Managers support the operations of YWCA Housing Programs through direct resident support, housing advocacy, crisis intervention, and coordination of services. This role works closely with residents to promote housing stability, connect individuals with community resources, and provide trauma-informed, empowerment-based case management services. Case Managers are also responsible for maintaining accurate program documentation, supporting a safe and sanitary housing environment, and collaborating with community partners and internal staff to ensure high-quality service delivery. This position requires flexibility, strong communication skills, and the ability to respond effectively in high-stress or crisis situations.KEY RESPONSIBILITIES
Resident Support & Advocacy:
Conduct resident intakes, admissions, orientations, and room assignments in coordination with the Whatcom Homeless Service Center referral system. Provide ongoing trauma-informed case management, advocacy, crisis intervention, and housing support services to residents experiencing barriers related to housing stability, behavioral health, substance use, medical needs, legal concerns, and financial instability. Assist residents with accessing community resources, attending appointments, transportation coordination, and navigating housing and support systems. Support residents using de-escalation, mediation, conflict resolution, and problem-solving techniques. Maintain confidentiality and complete mandated reporting responsibilities as required by law. Provide support with medication management when appropriate; this role does not include assistance with Activities of Daily Living (ADLs).Program Operations & Documentation:
Maintain accurate case notes, incident reports, billing documentation, and program records in compliance with organizational and funding requirements. Complete required Foundational Community Supports (FCS) training and documentation requirements. Respond to emergencies and participate in after-hours and on-call support as needed, including lockouts and urgent resident situations. Support safe and sanitary program operations, including occasional room turnovers, cleaning support, and unit preparation tasks. Assist with additional program operations and organizational needs as assigned. Team Collaboration & Community Engagement Collaborate with YWCA staff, community providers, and external partners to support resident success and continuity of care. Participate in staff meetings, trainings, community events, and ongoing professional development activities. Work collaboratively as part of a team and provide cross-program support as needed.SKILLS Skills and Knowledge:
Strong organizational, communication, documentation, and time management skills. Ability to work independently, adapt to changing environments, and effectively manage crisis or high-stress situations. Experience using de-escalation, problem-solving, and conflict resolution techniques. Proficiency with Microsoft Office and electronic documentation systems. Understanding of issues related to homelessness, poverty, oppression, behavioral health, and violence against women. Knowledge of community resources within Whatcom County, particularly housing and social services, preferred. Commitment to the mission, values, and harm reduction approach of YWCA Bellingham.QUALIFICATIONS
Education & Experience Bachelor's degree in Human Services or a related field, or an equivalent combination of education and relevant work experience.Preferrred Qualifications:
Two years of experience working with vulnerable populations.Other:
Valid Washington State driver's license, valid insurance, and 3-year driving abstract required. Ability and willingness to transport clients using a personal vehicle when necessary. Must successfully pass a Washington State Patrol background check prior to employment. Participation in an on-call rotation approximately one week out of every five weeks required.Physical Demands:
Ability to ascend and descend multiple flights of stairs to assist residents. Ability to lift and carry up to 25 pounds. Ability to regularly sit, stand, walk, and move throughout housing facilities. Ability to assist with room turnovers and moving furniture in team-based settings as needed.
